MAYOR AND COUNCIL ITEMS <br />GIFT DISCLOSURES <br />Mayor Navarro asked the members present if there were any agenda items that were a <br />conflict of interest pursuant to CMC Section 2.04.030. None disclosed. <br />AB 1234 ORAL REPORTS <br />Mayor Navarro asked the members present if there were any brief reports on meetings <br />attended at the expense of the city. (GC Section 53232.3(d). None disclosed <br />MAYOR AND COUNCIL DISCUSSION ITEMS — None <br />1. Fiscal Year 2025-26 Budget Workshop #2 <br />Finance Director, Stacey Dabbs, presented an updated PowerPoint with the City <br />Manager's recommendation to not approve any new positions, at least until the <br />Mid -Year budget, for the City Council's review. <br />PUBLIC COMMENT <br />The following community members addressed the Colton City Council and Mayor: <br />• Aurelio DeLa Torrre, resident and former City Treasurer <br />• Gary Grossich, Colton business owner <br />With no further public comment cards submitted, Mayor Navarro closed public comment. <br />COUNCIL DISCUSSION AND QUESTIONS <br />All members of the City Council had questions about the budget presentation and its <br />subsequent recommendation by the City Manager; staff responded to all questions and <br />addressed all concerns. <br />Council Member Chastain brought up the franchise fee from CR&R as to where it was <br />applied. Staff indicated that that would not be in this budget report but would get back to <br />her and Council about where those funds were applied. <br />Further discernment and discussion between Mayor and Councilmembers took place as the <br />need for additional Police Officers to assist with homelessness and public safety was <br />brought up by Council Member Echevarria. <br />The majority of council supported Mayor Navarro's recommendation to accept the Fiscal <br />Year 2025-2026 budget as presented and recommended by City Manager William R. <br />Smith, but a consensus was not reached because CM Echevarria would not agree unless <br />additional police officer positions were added to the budget proposal. <br />
