ITEM #3 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF OCTOBER 17, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Community Development Department and City Attorney <br />SUBJECT: APPROVAL OF AN URGENCY ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF COLTON IN ACCORDANCE WITH <br />GOVERNMENT CODE SECTION 65858 ENACTING FOR A PERIOD <br />OF FORTY-FIVE (45) DAYS A MORATORIUM ON THE APPROVAL <br />OF LAND USE ENTITLEMENTS AND PERMIT APPLICATIONS <br />WITHIN THE LA LOMA HILLS / PELLISIER RANCH AREA <br />DATE: October 10, 2006 <br />BACKGROUND: <br />In May of 2004, the City Council directed the Planning Staff to undertake a comprehensive <br />analysis and revision of the General Plan beginning with the Land Use Element. Staff and the <br />City's General Plan consultants, EDAW (formerly known as P&D Consultants), have been <br />working to gather information and prepare development scenarios for consideration by the <br />Planning Commission and City Council for the entire City. EDAW and City staff are at the <br />stage where they are analyzing data for the development of recommendations for proposed <br />development scenarios and land uses in specific areas of the City, including the Pellisier, <br />Ranch/La Loma Hills area ("Pellisier Ranch Area"). These development scenarios include <br />making recommendations about proposed land uses and building intensities for proposed land <br />use designations. <br />On May 30, 2006, the City Manager's office presented images as possible blueprints for the Pellisier <br />Ranch Area. The proposed uses were discussed along with the necessary steps to move toward <br />ensuring quality and consistent development in a specific plan that is contemplated for the Pellisier <br />Ranch Area. (See Exhibit A). <br />In the meantime, City staff have received zoning inquiries and application filings for certain <br />land uses within the Pellisier Ranch Area that have intense and unusual development and <br />operating features. If such land uses were approved, they could be incompatible with the <br />recommendations from EDSPAC (Economic Development Strategic Planning Advisory <br />Committee) and the City Council's expressed vision for the Pellisier Ranch Area.
