The proposed Urgency Ordinance is not subject to the California Environmental Quality Act <br />(CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably <br />foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a <br />project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, <br />Title 14, Chapter 3, because it has no potential for resulting in physical change to the <br />environment, directly or indirectly; it prevents changes in the environment pending the <br />completion of the contemplated general plan and zoning code revisions and related impact <br />studies. <br />CONFLICT OF INTEREST - <br />Not applicable. <br />RECOMMENDATION: <br />City staff recommends that the City Council adopt the proposed urgency ordinance, in <br />accordance with Government Code section 65858, enacting for a period of forty-five (45) days a <br />moratorium on approval of applications for land use entitlements and permits in the Pellisier <br />Ranch Area. <br />Attachment: <br />1.
