DIRECTOR / CITY ENGINEER <br />SUBJECT: AUTHORIZE CITY MANAGER TO SIGN MASTER <br />AGREEMENT AND ALL OTHER RELATED DOCUMENTS <br />PERTAINING TO THE SAFE ROUTE TO SCHOOL GRANT <br />PROGRAM AT GRANT ELEMENTARY SCHOOL. <br />DATE: October 30, 2006 <br />BACKGROUND: <br />On April 15, 2005, the City of Colton was awarded $242,550 as part of the Safe Route to School <br />Grant program for improvements around the Grant Elementary School. An Authorization to <br />Proceed notice for this project was sent by Caltrans to the City on May 12, 2006. The City was sent <br />a program supplement, approved by the City Council, and returned to Caltrans on July 3, 2006. <br />DISCUSSION/ANALYSIS: <br />The City was not provided a copy of the Master Agreement (Exhibit "A"), for which the Program <br />Supplement is intended (Exhibit `B"), and therefore has an incomplete record of the project. The <br />Master Agreement needs to be signed by an authorized City representative to ensure that Caltrans <br />has a complete record of the project documentation. <br />FINANCIAL IMPACT: <br />Authorizing the City Manager to sign the Master Agreement for the Grant Elementary Safe Route to <br />School grant will not result in any financial impact. <br />ENVIRONMENTAL IMPACT: <br />CEQA clearance has already been obtained and filed with the County of San Bernardino. <br />CONFLICT OF INTEREST: <br />None. <br />RECOMMENDATION: <br />
