The <br />Amortization Ordinance was removed from the recommendation to be studied further with the <br />Planning Commission; and <br />WHEREAS, pursuant to the California Environmental Quality Act (CEQA) Guidelines <br />Section 15164 and 15162, an addendum to a previously certified EIR may be prepared in cases <br />where changes or additions occur with no new significant environmental impacts, and as it <br />pertains to the Amortization Procedures prepared to the Municipal Code and CHCCSP <br />Amendments, pursuant to CEQA Guidelines Section 15061(b)(3) since the project establishes <br />procedural requirements for the establishment of amortization periods and does not result in <br />changes to the environment. <br />NOW, THEREFORE, the City Council of the City of Colton does ordain as follows: <br />SECTION 1. Incorporation. The recitals above are each incorporated by reference and <br />adopted as findings by the City Council. <br />SECTION 2. CAA. The City Council find that, under California Public Resources <br />Code section 21080.17, the California Environmental Quality Act ("CEQA"), pursuant to the <br />California Environmental.
