Item: 1. <br />Staff Report <br /> <br />Meeting Date: August 19, 2025 <br />To: City Council <br />From: Bill Smith, City Manager <br />Prepared By: Ray Bruno, Fire Chief <br />Item Name: Weed Abatement - TIME AND PLACE FIXED TO CONSIDER A PUBLIC <br />HEARING TO APPROVE AND ADOPT A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF COLTON TO ADOPT A REPORT AND STATEMENT OF EXPENSES FOR <br />THE CITY’S WEED ABATEMENT PROGRAM AND IMPOSING A LIEN UPON <br />PROPERTY FOR PAYMENT THEREOF, RESOLUTION NO. R-67-25. <br /> <br />Recommended Action: <br />Staff recommends that the City Council take the following action: <br />1. Adopt Resolution R-67-25 to accept the report of cost for the 2024/25 weed abatement <br />program and authorize the inclusion of these costs to be added to the San Bernardino <br />County Assessors' Tax Rolls for collection. <br />2. Continue to implement year-round weed abatement as per Resolution R-82-24, approved <br />on August 6, 2024. <br /> <br /> <br />Background: <br />The 2024–2025 Weed Abatement Program has been successfully administered, addressing <br />approximately 197 parcels throughout the City. Of these, roughly 55 parcels required abatement <br />by the City’s contractor, while the remaining parcels were cleared by property owners prior to <br />contractor intervention. Under previous circumstances, this would conclude the enforcement <br />phase of the program. <br />On August 6, 2024, the City Council adopted Resolution R-82-24, which transitions the weed <br />abatement program to a year-round enforcement model. As a result, we are required to reopen <br />the process and hold this public hearing in accordance with the updated program guidelines. <br /> <br />Issues/Analysis: <br />At the regular City Council Meeting on August 6, 2024, Resolution R-82-24 was passed, <br />designating weeds, rubbish, and trash as public nuisances, and directing the Fire Chief to oversee <br />Page 9 of 182
