The City Council of the City of Colton hereby determines that the <br />proposed interpretation for the installation of new individual sewer and water pipelines in streets <br />and related street segments is consistent with the City's general purchasing policies and <br />procedures. <br />A. The purchasing policies are meant to provide direction to city staff in order <br />for staff to fully comply with the Uniform Public Contract Code, California Public Contract Code <br />Section 22000 et seq. <br />B. The City Council finds that the proposed installation of new water and <br />sewer pipelines is maintenance work when installation occurs on individual streets or related <br />street segments because such maintenance work is necessary to maintain and operate the <br />City's water and/or sewer system for the health, safety, and welfare of the public. <br />SECTION 3: The City Council hereby finds and determines that it can be seen <br />with certainty that there is no possibility that this Resolution may have a significant adverse effect <br />on the environment. Thus, the adoption of this Resolution is exempt from the requirements of <br />the California Environmental Quality Act (Public Resources Code §§ 21000 et seg.) ("CEQA") <br />pursuant to Section 15061(b)(3) of the CEQA Guidelines. Staff is directed to file a Notice of <br />Exemption with the San Bernardino County Clerk's Office within five (5) working days of the <br />adoption of this Resolution. <br />SECTION 4: This Resolution shall become effective immediately upon its <br />adoption. <br />PASSED, APPROVED AND ADOPTED this 7t" DAY OF NOVEMBER, 2006. <br />ATTEST: <br />CAROLINA R.
