CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 7, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E.; P.W. DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE AND ADOPT A RESOLUTION AMENDING THE FISCAL <br />YEAR 2006/2007 CAPITAL IMPROVEMENT PROGRAM BUDGET TO <br />INCLUDE THE WEST ENTRANCE, PHASE X, OF THE CITY HALL <br />REMODEL PROJECT AND INCREASE THE FUNDING ALLOCATION <br />TO PHASES IV AND X BY $460,0000. <br />DATE: OCTOBER 31, 2006 <br />BACKGROUND: <br />Various phases of the City Hall Remodel Project were funded by Council action on March 7, 2006. <br />These phases included: PD Gym (Phase II), Teller Area (Phase III), PD Waiting Area (Phase IV), <br />Accounting Area (Phase V), East Entrance (Phase VI), City Manager's Area (Phase VII), City <br />Clerk's Area (Phase VIII) and Roofing (Phase IX). At this time Phases I, II, III, V, are completed <br />and Phases VI, VII and VIII will be completed by the end of this calendar year. <br />DISCUSSION/ANALYSIS: <br />The June 20, 2006 meeting set aside $460,000 of general fund monies for the first debt service <br />payment required for the infrastructure bank loan that will fund the No Streets Left Behind Project. <br />At this time the infrastructure bank loan is still being processed and will not require the use of these <br />funds in the current fiscal year. Staff requests the four hundred and sixty thousand dollars be <br />redirected to allow for the remodel and reconstruction of the East Entrance and West Entrance of <br />the City of Colton's City Hall. The redirection of these funds will not impact funding for the No <br />Streets Left Behind Project as the debt service will be budgeted for in the next fiscal year. As <br />improvements to the west entrance of City Hall is currently not an identified phase of the City Hall <br />Remodel Project, staff request the Capital Improvement Program be amended to include the West <br />Entrance as Phase X of the City Hall Remodel Project. <br />FINANCIAL IMPACT: <br />Increase funding for the City Hall Remodel Project by $460,000; increase the funding for the East <br />Entrance Phase IV Project by $160,000 (account number 100-0620-6960-3890) and allocate funds <br />to the West Entrance Phase X in the amount of $300,000 (account 100-0715-6960-3890). <br />ENVIRONMENTAL IMPACT: <br />Not Applicable. <br />7/10/03 City Clerk's Office Cb <br />
