DATE: NOVEMBER 15, 2006 BACKGROUND: On August 15, 2006, Council action approved amending the fiscal year 2006/2007 Capital Improvement Program (CIP) budget to include the Malibu Court Storm Drainage Project. Council action on August 15, 2006 also authorized staff to solicit bids for this project. The scope of work correspondent to the Project will resolve the prevalent flooding experienced along Malibu Court. To address the above mentioned concern along Malibu Court, a 42" diameter reinforced concrete pipe will be installed to drain water from an existing catch basin at the west end of Malibu Court to an existing catch basin along Reche Canyon Road. Bids for the Project were received on October 10, 2006, however all bids received were above the funding allocated to the Project. Council action on October 17, 2006 directed staff to redesign and re -solicit bids for this Project. ANALYSIS/DISCUSSION: As directed by Council staff redesigned the Project specifications and requested informal bids from five contractors. The following bids were received from the five contractors: 1) Ken Thompson, Inc. $99,989.00. 2) Savala Construction Company $110,340.00. 3) Harris Construction No Response. 4) Gwinn Construction No Response. 5) Vasily Construction No Response. The redesigned project requires the City provide the general contractor with the 42" reinforced concrete pipe, which has already been ordered. In accordance with the bidding and purchasing requirements set forth by the City's purchasing ordinance 0-12-03 Section 3.08.050 and 3.08.100, staff requests the award of the Malibu Court Storm Drainage Project be awarded to the lowest responsive bidder Ken Thompson, Inc., in the amount of $99,989.
