ITEM #16 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 21, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION INCREASING THE FISCAL YEAR <br />2006/2007 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET IN <br />THE AMOUNT OF $230,000 AND AMENDING CIP TO INCLUDE THE <br />2007/2008 TRAFFIC ENGINEERING ANALYSIS PROJECT AND <br />WASHINGTON STREET INTERCONNECT; AUTHORIZE AWARD OF <br />PROFESSIONAL SERVICES AGREEMENT TO TRANSPORTATION <br />ENGINEERING AND PLANNING IN THE AMOUNT OF $99,200. <br />DATE: NOVEMBER 15, 2006 <br />BACKGROUND: <br />To ensure that the City's street intersections are regularly assessed and new traffic needs are <br />identified staff proposes a traffic engineer be contracted for an eighteen month period to oversee <br />these needs. This project was last completed by a consultant during the 2003/2004 fiscal year and <br />a new assessment will be required to submit the City's 2007/2008 Congestion Management Plan. <br />One corridor which has been recognized to require upgrades is the Washington Street corridor, <br />beginning at Mt. Vernon Avenue and proceeding west to Hunts Lane. Along this corridor there <br />exist fourteen traffic signals that will require upgrades to accommodate the increasing amount of <br />traffic experienced along this corridor. <br />DISCUSSION/ANALYSIS: <br />To assess needed traffic improvements throughout the City, staff requests amending the Capital <br />Improvement Program (CIP) to include the 2007/2008 Traffic Engineering Analysis Project. This <br />project will provide the City with the following services: intersection analysis, traffic count data, trip <br />generation studies, policy area compliance and signal warrant analysis. These tasks can be <br />accomplished by contracting a traffic engineering firm to identify and recommend solutions to <br />improvement areas. <br />Staff also requests the CIP be amended to include the Washington Street Interconnect Project. <br />The Washington Street Interconnect Project will focus on improving the traffic flow along this <br />corridor and will require: 1) new coordination plans for weekday AM and PM peak periods and <br />2) improvements to the existing infrastructure. Staff requests amending the CIP budget to <br />appropriate $80,000 to the Traffic Assessment Project and $150,000 to include the Washington <br />Street Interconnect Project. <br />To complete the above projects staff has requested informal bids from three traffic engineering <br />firms. All three firms responded and the lowest responsible bidder was Transportation Engineering <br />and Planning Incorporated.
