ITEM #18 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF NOVEMBER 21, 2006 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER SUBJECT: APPROVE RESOLUTION AMENDING THE FISCAL YEAR 2006/2007 CAPITAL IMPROVEMENT PROGRAM (CIP) AND CIP BUDGET TO INCLUDE THE RIVERSIDE AVENUE REHABILITATION PROJECT IN THE AMOUNT OF $225,000; AUTHORIZE THE AWARD OF CONTRACT FOR CDBG PROJECT #104-29124/2571-3-5 COMPREHENSIVE STORM DRAIN STREET REHABILITATION PROJECT, SOUTH MT. VERNON AVENUE REHABILITATION PROJECT, RIVERSIDE AVENUE REHABILITATION PROJECT, AND RECHE CANYON ROAD REALIGNMENT PROJECT TO ALL AMERICAN ASPHALT, INC. IN THE AMOUNT OF $190249005.29. DATE: NOVEMBER 9, 2006 BACKGROUND: On August 15, 2006, the City Council authorized staff to solicit bids for the 3-5 Comprehensive Storm Drain Street Rehabilitation Project and Mt. Vernon Rehabilitation Project. The 3-5 Comprehensive Storm Drain Street Rehabilitation Project is a CDBG (Community Development Block Grant) funded project intended for the improvement of West Valley Boulevard. The scope of work for this project includes: grind and removal of two inches of existing asphalt, overlay utilizing two inches of rubberized asphalt, restripe improved roadway, replacement of a damaged traffic signal loop detector, and both reconstruction and widening of the concrete cross gutter located at the intersection of Valley Boulevard and Meridian Avenue. The project begins along Valley Boulevard at the west County limit (east of Hermosa Avenue) and ends 400 feet west of Meridian Avenue. Also included in this project's scope of work is the improvement of the deteriorated roadway at the Rancho Avenue and Valley Boulevard intersection. The Mt. Vernon Rehabilitation Project is a Measure I funded project. This project will rehabilitate Mt. Vernon Avenue from Santo Antonio Drive to the railroad bridge north of `M' Street. This project's scope of work will include: grind and removal of two inches of the existing roadway, overlay of the roadway with two inches of rubberized asphalt, restriping the improved roadway and replacement of a damaged traffic signal loop detector.
