ITEM #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 21, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: KENNETH RULON, CHIEF OF POLICE <br />SUBJECT: APPROVAL OF CONTRACT WITH NOBLE STUDIO IN THE AMOUNT <br />OF $269937.50 TO PURCHASE BRONZE SCULPTURE TITLED <br />"OFFICER DOWN" IN AN AMOUNT NOT TO EXCEED $26,937.50 <br />DATE: NOVEMBER 13, 2006 <br />BACKGROUND: <br />As a part of the continuing building improvement efforts for the Police Department facility, an area <br />designated to honor Police Officer's who have died in the Line of Duty has been implemented. <br />This area will not only allow police personnel to honor our fallen officers, but will be visible to the <br />public providing an opportunity to learn about the Department's fallen officers, as well as the <br />realities that all police personnel face in the discharge of their official duties. <br />DISCUSSION / ANALYSIS: <br />San Bernardino County has commissioned artist Lawrence Noble to design and sculpt a bronze <br />statue entitled "Officer Down." The County has placed several of these sculptures throughout the <br />county at law enforcement or judicial centers. When these memorials are dedicated, there is a <br />typically a ceremony attended by the law enforcement community including multiple agencies, <br />families and friends, dignitaries, and the public as well. The dedications are an opportunity for <br />Department's to educate the community on the history and bravery of officers. <br />Noble Studios, with approval from San Bernardino County as the commissioning patron, has <br />agreed to furnish to the Colton Police Department one bronze 28 inch scale replica of the "Officer <br />Down" sculpture on a 36 inch high cherry wood monument style base. This memorial would serve <br />as a center piece adjacent to the revitalized Police Department public lobby area. This memorial <br />will become a permanent memorial in the Police Facility. <br />FINANCIAL IMPACT: <br />The contract amount is $25,000.00, plus sales tax of $1937.50, for a total amount of $26,937.50. <br />The funds are available from account # 100-6070- 6071-3890 and no additional budget is <br />required. <br />CONFLICT OF INTEREST: None <br />Exact Business Name: Noble Studio <br />PO Box 2229 <br />951 Oak Dr. <br />Crestline, CA 92325-2229 <br />President of Equal: Lawrence Noble <br />
