ITEM #14 <br />CITY OF COLTON <br />Agenda Report <br />For Council Meeting of November 21, 2006 <br />TO: Honorable Mayor and City Council <br />FROM: Dilu de Alwis, Finance Director <br />SUBJECT: Consideration of Approval for Offering Partial Benefits for the <br />Position of Part -Time Sr. Office Specialist in the Finance <br />Department Not to Exceed $400 per Month. <br />DATE: November 9, 2006 <br />BACKGROUND <br />A full-time Sr. Accountant position for the Finance Department was approved by the City <br />Council during the budget adoption on June 20, 2006. This position continues to remain <br />vacant due to lack of a sufficient response to the recruitment. <br />DISCUSSION/ANALYSIS <br />One of the tasks that were to be assigned to the Sr. Accountant was the gathering of data on <br />CIP projects with a reimbursement component that was associated with it. This would <br />expedite the submission of the reimbursement request to mitigate the upfront outflow of cash <br />from the City's pooled cash. <br />Due to the lack of sufficient applicants for the vacant Sr. Accountant position, staff has <br />distributed some of those tasks to Management Interns however there is a need to bring on a <br />part-time Sr. Office Specialist to expedite the handling of the reimbursement requests. A <br />current Management Intern who has completed the program will be retained to be assigned <br />this important task and there is an authorized part-time Sr. Office Specialist job description <br />and salary range which the Intern can be placed in to. In order to attract and retain qualified <br />part-time staff it will be beneficial to offer some partial benefits as have been done for <br />selected part-time positions within the City (part-time Customer Service Representatives, <br />part-time Admin Assistants). <br />The benefit package will only include a medical benefit of not exceed $400 per month and <br />will not include accrued sick, vacation, floating holiday or any other benefit. <br />FINANCIAL IMPACT <br />The salary savings from the vacant Sr. Accountant position will be more than offset the cost <br />of this benefit totaling $3,200 for the current fiscal year and is available in account 100-6040- <br />6041-1100. <br />ENVIRONMENTAL IMPACT <br />None <br />
