MFFTTN(: OF N"VFMRF.R 1.1 WIM <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION INCREASING THE FISCAL YEAR <br />2006/2007 CAPITAL IMPROVEMENT PROGRAM BUDGET IN THE <br />AMOUNT OF $20,000 AND AUTHORIZE AWARD OF A <br />CONSTRUCTION AGREEMENT FOR THE PRADO PARK <br />PROJECT. <br />DATE: NOVEMBER 14, 2006 <br />BACKGROUND: <br />Storm water runoff and excess irrigation water accumulates at the intersection of Prado <br />Lane and Hidden Valley Lane. This water eventually drains on the surface through Prado <br />Park to a storm drain at the South edge of the park. The surface drainage through Prado <br />Park needs to be put underground to, eliminate standing water and improve park <br />conditions. The Capital Improvement Program was amended March 7, 2006 to include <br />the Prado Park Project. <br />ANALYSIS/DISCUSSION: <br />The Project design calls for installing catch basins in the curb to capture the runoff from <br />Hidden Valley and Prado Lane. Water accumulated at this catch basin will be moved <br />underground through a twelve -inch reinforced concrete pipe and an eighteen -inch high <br />density polyethylene pipe to the south end of Prado Park. <br />In accordance with the City's purchasing ordinance, Section 3.08.050, informal bids were <br />requested from three contractors to complete the scope of work described. Of the three <br />contractors contacted only one responded, Ken Thompson Inc; and the bid received was in <br />the amount of $49,980. Staff requests the award of a construction agreement to Ken <br />Thompson Inc, in the amount of $49,980 for the Prado Park Project. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are exempt under Section 15301 (c) of the California <br />Environmental Quality Act (CEQA). <br />
