MEMORANDUM
TO: Honorable Mayor and City COUncllmembers
hltom: David Zamora, Comnnnlity Development Director
DATE: : November 2, 2006
Rv: update on Meeting Between City Staff and National Sign and Marketing Corporation
Regardin Freeway Sign Application
On October 31, 2006, Assistant City Manager Mark Nuaimi and Community Development
Director David Zamora met with Steve Rosenbloom, the representative from National Sign and
Marketing Corporation ("National Sign"), in an attempt to arrive at a compromise position to National
Sign's proposed approach for the freeway sign. Atter further review of the material submitted by the
applicant that simulated the placement of the signs (included as attachment), it became apparent to
staff that the Planning Commission denial of the freeway sign application should be upheld.
Specifically, staff noted that even at the requested heights, the freeway sign is obscured by vegetation
and other signage in the area from the perspective of the freeway. Further, it is also apparent that the
need for increased height is a direct result of mature vegetation in the area and not a unique
"topogi-aphy" of the site. Staff shared this opinion with the representative of the applicant.
As an offer of compromise, City staff suggested that there was willingness to work on the
existing monument signage and the proposed changes that the applicant had pursued. However, Mr.
Rosenbloom indicated that his interest was solely in discussing the freeway sign and further dialog was
not warranted on the existing Il7onlllllent sign.
Mr. Rosenbloom requested an e-mail documenting City staff's position on this matter. City
Attorney Marco Martinez suggested that City staff prepare this memorandum to update the Council
and document City staffs discussion with Mr. Rosenbloom. This memorandum was forwarded to Mr.
Rosenbloom on Thursday, November 2, 2006.
Attachment: Freeway Sign Placement
