ITEM #12 CITY OF COLTON AGENDA REPORT FOR THE COUNCIL MEETING OF DECEMBER 19, 2006 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: AMER JAHKER, P.E., PUBLIC WORKS DIRECTOR SUBJECT: ADOPT RESOLUTION AMENDING RESOLUTION #2119 TO INCLUDE ADDITIONAL THROUGH STREETS AND STOP INTERSECTIONS ALONG WASHINGTON STREET FOR EASTBOUND AND WESTBOUND TRAFFIC APPROACHING SANTO ANTONIO DRIVE. DATE: December 11, 2006 BACKGROUND: The State of California Vehicle Code allows the installation of traffic control devices, if adopted by a City ordinance or a resolution. Section 21 of City of Colton Resolution No. 2119 lists through streets and stop intersections within the City of Colton. At this time stop signs exist at the north and south corners of the Washington Street and Santo Antonio Drive. Per the City's request, TEP, Inc. conducted a warrant analysis (Exhibit `A') and found that stop signs are warranted for the eastbound and westbound traffic on Washington Street where it intersects with Santo Antonio Drive. ANALYSIS/DISCUSSION: The intersection of Washington Street and Santo Antonio Drive does not intersect at a right angle and is heavily traveled. Upon review of this location by the City of Colton Traffic Safety Committee on January 11, 2006, the Committee voted to recommend approval to install stop signs for the eastbound and westbound approaches at the intersection of Washington Street/Santo Antonio Drive based upon the recent traffic counts and accident reports. Staff concurs with the Committee's recommendation to install traffic control devices along Washington Street for eastbound and westbound vehicular traffic approaching Santo Antonio Drive. Installation of traffic control devices will improve the visibility at this intersection. FINANCIAL IMPACT: This action will require the installation of two stop signs and the two advance warning signs. The material cost for those installations will cost approximately $1,000.00; those funds are available within account number 450-0719-6900-3890.
