Item: 1. <br />Staff Report <br /> <br />Meeting Date: February 3, 2026 <br />To: City Council <br />From: Bill Smith, City Manager <br />Prepared By: Dawn Miller, Assistant to the City Manager <br />Item Name: CDBG Project Prioritization Fiscal Year 2026-2027 - Time and Place Fixed to <br />Consider a Public Hearing to Approve and Adopt a Resolution, Prioritizing Projects <br />to be Funded by Community Development Block Grant (CDBG) Funds for Fiscal Year 2026- <br />2027, Resolution No. R-01-26. <br /> <br />Recommended Action: <br />At the duly noticed Public Hearing, the City Council is requested to accept all public testimony <br />regarding the Community Development Block Grant (CDBG) funding proposals, adopt <br />Resolution R-01-26 approving the final prioritized list of recommended CDBG projects for <br />Fiscal Year 2026–2027, and authorize the City Manager to execute all documents necessary to <br />implement this action. <br /> <br />Background: <br />Since the Community Development Block Grant (“CDBG”) program’s inception in 1974, it has <br />provided financial assistance to grantees for a variety of community development purposes. The <br />U.S. Department of Housing and Urban Development (“HUD”) uses a formula to calculate the <br />grant amount for each metropolitan city, urban county and state. CDBG funds can be used to <br />benefit low and moderate income residents by building roads, parks, repairing or rehabilitating <br />housing in target areas, by providing new or increased public services to income-qualifying <br />residents, or by funding initiatives that generate new jobs. The County of San Bernardino’s <br />Community Development and Housing Department (“CDH”) currently provides project <br />oversight for CDBG projects through the Urban County program, in which Colton is a partner <br />and joint recipient. <br /> <br />Staff met with the CDBG Ad-hoc Committee on October 14, 2025 to review projects proposed <br />by staff for submittal to CDH by the November 14, 2025 deadline. The CDBG Ad-hoc <br />Committee consists of Mayor Navarro, Councilmember Gonzalez, and Planning Commissioners <br />Baden and Grossich and various staff members. The committee members present approved the <br />list of projects, and an application was submitted for each project to CDH prior to the deadline. <br />Page 9 of 784
