ADOPTION OF THE REVISED 15183 ANALYSIS. The City Council <br />hereby approves and adopts the Revised 15183 Analysis as attached hereto as Exhibit "A-1.". <br />SECTION 4. ADOPTION OF THE MITIGATION MONITORING AND <br />REPORTING PROGRAM. In accordance with Public Resources Code section 21081.6, the City <br />Council hereby adopts the MMRP previously adopted for the General Plan EIR as it pertains to the <br />Project. In the event of any inconsistencies between the Mitigation Measures as set forth in the <br />Section 15183 Analysis and the MMRP, the MMRP. <br />SECTION 5. LOCATION AND CUSTODIAN OF RECORDS. The documents and <br />materials that constitute the record of proceedings on which this Resolution has been based are <br />located at 659 N La Cadena Drive, Colton, CA 92324. The custodian for these records is <br />Development Services Department.. This information is provided in compliance with Public <br />Resources Code section 21081.6. <br />SECTION 6. NOTICE OF DETERMINATION. The City Council hereby directs staff <br />to prepare, execute, and file a Notice of Determination with the County Clerk's office and the Office <br />of Planning and Research within five (5) working days of adoption of this Resolution. <br />SECTION 7. Based on the entire record before the City Council and all written and oral <br />evidence presented, including the staff report, the City Council makes the following findings in <br />accordance with the Colton Municipal Code for Architectural & Site Plan Review: <br />1. The provisions for vehicular parking and for vehicular and Pedestrian circulation on the <br />site, and onto adjacent public Right -of -Way will not create safety hazards. <br />The Project is designed with two driveways (Driveways #3 and 4) which will provide truck <br />access to the site. Driveway #3 will be shared with 1500 Agua Mansa Road. The size and <br />location of the driveways have been evaluated by the City's Traffic Engineer and are <br />determined that they will not create safety hazards. Furthermore, the Traffic Impact Analysis <br />(TIA) for the project has evaluated the vehicular circulation onto adjacent public rights -of - <br />ways and contains a list of off -site improvements which will eliminate safety hazards. These <br />improvements include the installation of a traffic signal at Driveway #3 on Agua Mansa Road, <br />the dedication of necessary right of way of 66 feet for full -street width and three (3) additional <br />feet of landscaping easement along the entire south side of the entire project frontage on Agua <br />Mansa Road. <br />The TIA also concluded that there are no movements that are anticipated to experience <br />queueing issues during the weekday AM or weekday PM peak traffic flows.
