BUILDING 1 (DAP-001-668) CONTAINS <br />474,021 SQUARE FEET IN FLOOR AREA AND BUILDING 2 (DAP-001-716) CONTAINS <br />456,445 SQUARE FEET OF FLOOR AREA, A CONDITIONAL USE PERMIT (DAP-001- <br />668) TO ALLOW BUILDING 1 WITH 130 FEET BUILDING HEIGHT INSTEAD OF 50 <br />FOOT MAXIMUM HEIGHT LIMIT; VARIANCE (DAP-001-668) TO ALLOW 114 <br />PARKING STALLS FOR BUILDING 1 WHEN 314 PARKING STALLS ARE REQUIRED; <br />TENTATIVE PARCEL MAP NO.20358 (DAP-001-668 & 716) TO CONSOLIDATE LOTS <br />FROM 11 PARCELS TO 2 PARCELS; HISTORIC MAJOR CERTIFICATE OF <br />APPROPRIATENESS (DAP-001-668 & 716) TO DETERMINE IF THE PROJECT IS <br />CONSISTENT WITH REQUIREMENTS OF THE HISTORIC PRESERVATION <br />ORDINANCE, LOCATED AT 1400 AND 1500 AGUA MANSA ROAD WITHIN THE <br />HEAVY INDUSTRIAL (M-2) ZONE (ASSESSOR PARCEL NUMBERS 0260-072-08, 0260- <br />072-12 AND -13, 0275-041-07, -08, -09 AND -27 to -31 (CASE INDEX NOS: DAP-001-668, <br />DAP-001-716 & DAP-001-816) AND ORDINANCES NOS. 0-06-23 AND 0-05-23 <br />APPROVING A DEVELOPMENT AGREEMENT BETWEEN THE CITY AND IDI AGUA <br />MANSA, LLC FOR THE AGUA MANSA LOGISTICS CENTER PROJECT FOR <br />PROPERTY GENERALLY LOCATED AT 1400 AGUA MANSA ROAD IN THE CITY <br />AND A DEVELOPMENT AGREEMENT BETWEEN THE CITY AND LINEAGE <br />LOGISTICS, LLC FOR THE AGUA MANSA LOGISTICS CENTER PROJECT, FOR <br />PROPERTY GENERALLY LOCATED AT 1500 AGUA MANSA ROAD IN THE CITY <br />WHEREAS, on August 20, 2013 (Resolution No. R-60-13), the City of Colton, as the lead <br />agency under the California Environmental Quality Act ("CEQA"), certified a General Plan <br />Environmental Impact Report ("General Plan EIR") and approved the General Plan on August 20, <br />2013; and <br />WHEREAS, as part of its approval of the General Plan, City adopted Findings of Fact, <br />Statement of Overriding Considerations and a Mitigation Monitoring and Reporting Program for <br />the General Plan; and <br />WHEREAS, pursuant to State CEQA Guidelines section 15183, projects which are <br />consistent with the development density established by existing zoning, community plan, or general <br />plan policies for which an EIR was certified shall not require additional environmental review, <br />except as might be necessary to examine whether there are project -specific significant effects which <br />are peculiar to the project or its site; and <br />WHEREAS, in September 2020, MIG, Inc. on behalf of Lineage Logistics, LLC and IDI <br />Agua Mansa, LLC ("Applicant") submitted an application to develop two warehouse/office <br />buildings located in the Agua Mansa Historic District within the City of Colton ("Project"); and <br />
