Specifically, <br />the General Plan Land Use Element Map and Text Amendments implement Programs 10 and 11 of the <br />City's 2021-2029 Sixth Cycle Housing Element Update which implements State housing law and policy. <br />SECTION 3. Based on the entire record before the City Council, including all written and oral <br />evidence presented, the City Council hereby makes the Findings of Fact and adopts the Statement of <br />Overriding Considerations in accordance with the California Environmental Quality Act (CEQA), as set <br />forth in Exhibit A-1 attached hereto and incorporated herein by reference. The City Council finds that the <br />Environmental Impact Report (EIR) for the project (State Clearinghouse No. 2025010520) has been <br />completed in compliance with CEQA and reflects the independent judgment of the City. The Findings of <br />Fact and Statement of Overriding Considerations identify significant environmental impacts that cannot be <br />avoided, even with the implementation of all feasible mitigation measures, and set forth the specific <br />economic, legal, social, technological, and other benefits that outweigh the unavoidable adverse <br />environmental effects. The City Council therefore certifies the EIR and adopts the Findings of Fact and <br />Statement of Overriding Considerations. <br />SECTION 4. The General Plan Land Use Element of the General Plan, is hereby amended by <br />changing Land Use Map designations of certain property and deleting, modifying and/or adding the text as <br />shown in the attached Exhibits A-2 and A-3 (New Text is shown Double she he and deleted text is <br />shown in stfi.) <br />SECTION 5. Severability. If any section, subsection, subdivision, sentence, clause, phrase, or <br />portion of this Resolution for any reason is held to be invalid or unconstitutional by the decision of any court <br />of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this <br />Resolution. The City Council hereby declares that it would have adopted this Resolution, and each section, <br />subsection, subdivision, sentence, clause, phrase, or portion thereof, irrespective of the fact that any one or <br />more sections, subsections, subdivisions, sentences, clauses, phrases, or portions thereof be declared invalid <br />or unconstitutional. <br />SECTION 6. Certification. The City Clerk shall certify to the passage of the Resolution . <br />SECTION 7. This Resolution shall become effective thirty (30) days after its adoption in <br />accordance with the provisions of California law. <br />PASSED, APPROVED AND ADOPTED THIS 17TH DAY OF FEBRA*RY 2026. <br />ATTEST: <br />City <br />A
