Specifically, the General Plan Land Use Element Map and Text Amendments implement Programs 10 and 11 of the City's 2021-2029 Sixth Cycle Housing Element Update which implements State housing law and policy. SECTION 3. Based on the entire record before the City Council, including all written and oral evidence presented, the City Council hereby makes the Findings of Fact and adopts the Statement of Overriding Considerations in accordance with the California Environmental Quality Act (CEQA), as set forth in Exhibit A-1 attached hereto and incorporated herein by reference. The City Council finds that the Environmental Impact Report (EIR) for the project (State Clearinghouse No. 2025010520) has been completed in compliance with CEQA and reflects the independent judgment of the City. The Findings of Fact and Statement of Overriding Considerations identify significant environmental impacts that cannot be avoided, even with the implementation of all feasible mitigation measures, and set forth the specific economic, legal, social, technological, and other benefits that outweigh the unavoidable adverse environmental effects. The City Council therefore certifies the EIR and adopts the Findings of Fact and Statement of Overriding Considerations. SECTION 4. The General Plan Land Use Element of the General Plan, is hereby amended by changing Land Use Map designations of certain property and deleting, modifying and/or adding the text as shown in the attached Exhibits A-2 and A-3 (New Text is shown Double she he and deleted text is shown in stfi.) SECTION 5. Severability. If any section, subsection, subdivision, sentence, clause, phrase, or portion of this Resolution for any reason is held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Resolution. The City Council hereby declares that it would have adopted this Resolution, and each section, subsection, subdivision, sentence, clause, phrase, or portion thereof, irrespective of the fact that any one or more sections, subsections, subdivisions, sentences, clauses, phrases, or portions thereof be declared invalid or unconstitutional. SECTION 6. Certification. The City Clerk shall certify to the passage of the Resolution . SECTION 7.
