ITEM #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF January 16, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Tom Hendrix, Fire Chief <br />SUBJECT: Approve Acceptance of State Homeland Security Grant FY <br />2006 In the Amount of $13,602 and Adopt a Resolution <br />Amending the Budget for Fiscal year Commencing July 1, <br />2006 and Ending June 30, 2007 <br />DATE: January 8, 2007 <br />BACKGROUND: <br />As part of the national effort to prepare for potential terrorist attacks, the United States <br />Department of Homeland Security made grant funds available to local first responders. This <br />funding is administered through the State Homeland Security Grant Program and locally through <br />San Bernardino County OES. The grant is available on a reimbursement basis and does not <br />require matching funds. <br />The Federal government has mandated that the funds be earmarked for the following categories: <br />equipment, exercises, training, and planning and administration. Expenditures in the equipment <br />category were required to come from federally approved equipment lists. <br />The 2007 State Homeland Security Grant Program provides funding for Fire Jurisdictions and for <br />Emergency Operations Center Equipment. The City of Colton has received funding in each of <br />those categories. <br />DISCUSSION/ANALYSIS: <br />The State Office of Homeland Security and the County Board of Supervisors have approved the <br />Fire Jurisdiction Allocation, in the amount of $8,602, and the Emergency Operations Center <br />Equipment Allocation, in the amount of $5,000. The Fire Department allocation will be used to <br />purchase mobile 800 mghz radios. The EOC allocation will be used to purchase a Personnel <br />Identification System. <br />The grant requires that we purchase the equipment and then submit a reimbursement application <br />to San Bernardino County OES. <br />FINANCIAL IMPACT: <br />Acceptance of the State Homeland Security Grant requires an amendment to the 2006-2007 <br />Fiscal Year Budget, increasing the Revenue Estimate in Account Number 225-5879 in the amount <br />of $13,602, and the increase of appropriations in Fire Department Account Number 225-6090- <br />6091-4930 in the amount of $8,602 and Account Number 225-6090-6094-4930 in the amount of <br />$5,000. <br />
