strengthens financial forecasting, and supports the responsible stewardship of public funds.
Moreover, this work reflects the City’s ongoing fiduciary duty to its ratepayers. Resource
decisions that are not grounded in rigorous analysis can introduce avoidable financial and
operational risks. By contrast, CEU’s planning framework emphasizes data-driven evaluation,
portfolio diversification, and alignment with regulatory trajectories, ensuring that decisions are
defensible, balanced, and consistent with good utility practice.
The completed planning components provide a structured framework to evaluate trade-offs
between cost, reliability, and emissions. This analysis supports informed decision-making that
balances near-term affordability with long-term system sustainability.
It is important to recognize that these analyses represent a point-in-time assessment based on
current assumptions related to market conditions, regulatory requirements, and system load.
Given the dynamic nature of the energy sector, CEU will continue to update and refine its
planning analysis. This iterative approach ensures continued alignment with evolving policy
requirements while maintaining a strong focus on rate stability, prudent financial management,
and fiduciary responsibility.

Issues/Analysis:
The purpose of the presentation is to discuss the findings of the modeling and analysis.

Fiscal Impacts:
There are no direct fiscal impacts of receiving this report.

Alternatives:
Provide alternative direction to staff.

Attachments:
1.
