this Study. Such specifics would be developed pursuant to a later Facilities
Study, if applicable.
c. Study conditions and assumptions.
d. Load flow analysis.
e. Post transient voltage analysis.
4. Basis for Study: In determining the capacity available, SCE will exclude from
capacity proposed to be made available to Colton, capacity to meet (i) its existing
contractual obligations, (ii) previous obligations under the terms of the WDAT, (iii)
previously pending WDAT applications, if any, and (iv) any other pending
applications.
5. Assumptions: The Study will be based on the following assumptions:
a. Colton is or will be an Eligible Customer under the WDAT with respect to the
Project.
b. The LM 6000 generating unit and associated machines installed at the Colton
generating site in Colton, California remain unchanged from the date the Project
was initially interconnected to Colton's distribution system.
c. The maximum Distribution Service requested by Colton is 43 MW.
d. A targeted date to commence Distribution Service of April 30, 2007; however,
such assumption shall be subject to change after Study results, design, and
material lead times are known, so that a more accurate determination can be made.
e. Distribution Service will be provided from Colton Substation through SCE's
Distribution System for delivery of energy to the ISO Grid at SCE's Vista
Substation 230 kV bus.
f. The technical data supplied by Colton for this Project are accurate and complete.
g. The Project will have voltage regulation equipment and generator reactive power
capability to maintain a voltage schedule or reactive power schedule and will be
capable of operation over a power factor range in accordance with the WDAT.
h. No operating restrictions exist other than routine maintenance.
i. Projects with applications preceding Colton are assumed in-service; however,
potential system enhancements or modifications resulting from such projects, if
any, are not assumed.
-2-
