CITY OF COLTON - <br />SOUTHERN CALIFORNIA EDISON COMPANY <br />'WHOLESALE DISTRIBUTION ACCESS TAWFF <br />SYSTEM IMPACT STUDY AGREE'.MENT <br />(Agu:a Mansa Power Plant) <br />1. Summar-: The City of Colton ("Colton") applied to Southern Califonia Edison <br />Company (`SCE'') for Distribution Service for Generation from its Agua Mansa <br />Power Plant (the "Project') under the terms of SCE's Wholesale Distribution Access <br />Tariff ("N'DAT"). The Project is currenfly interconnected to Colton's distribution <br />system at a point on the Colton-Drews 66 kV line via a one -mile 66 kV line tap. <br />CurrentlN7 the Generation from the Project is used to serve the load of the end-use <br />customers connected to Colton's distribution system. Colton now desires to transmit <br />a maximum of 43 MW to the California Independent System Operator Corporation <br />("ISO") Grid by the earliest feasible date_ Upon review of the Completed <br />Application, SCE has concluded that a System Impact Study is required to determine <br />the adequacy of SCE's electrical s? -stem, including, but not limited to, that portion of <br />SCE's electrical system that is part of the ISO Grid, required to provide Distribution <br />Service to the Project. Accordingly, SCE and Colton desire to enter into this System <br />Impact Study Agreement ("Agreement") providing the terms and conditions for SCE <br />to perform the System Impact Study ("Study") pursuant to the NN DAT. <br />2. Definitions: All terms with initial capitalization not otherwise defined herein shall <br />have the meanings assigned to them in SCE's W -DAT. <br />3. Scope: The Study will include the folloxving: <br />a. A determination whether modifications are needed to SCE's Distribution Svstem <br />and%or thal portion of SCE's electrical system that is p a> t of the ISO Grid such <br />that Distribution Service for the delivery of energy through SCE's Distribution <br />Svstein to the ISO Grid can be provided by the date specified in Section 5d below. <br />b. A general description of Direct Assignment Facilities. Distribution System <br />Upgrades. and any other additions, modifications or other facilities on SCE's <br />Distribution System and that portion of SCE's electrical system which is part of <br />the ISO Grid. \Which are required to provide the requested ser -ice. Specific <br />infonnation regarding needed facilities and costs -will not be provided pursuant to <br />
