ITEM #22 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL <br />AND COLTON UTILITY AUTHORITY MEETING OF FEBRUARY 6, 2007 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL, HONORABLE <br />CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AWARD OF BID TO HD SUPPLY WATERWORKS FOR THE PURCHASE OF <br />VARIOUS WATER METERS EQUIPPED WITH AUTOMATED READING IN AN <br />AMOUNT NOT -TO -EXCEED $97,000. <br />DATE: JANUARY 17, 2007 <br />BACKGROUND: <br />In Fiscal Year 02/03 the City of Colton implemented a Meter Replacement Program to replace all <br />meters over ten years old. By replacing the old meters it has reduced the amount of unaccounted <br />water in our system and ensures that all customers pay for the water they use on an equal basis. <br />The City currently has over 10,000 water meters in service. Due to the increase in housing <br />developments in Colton, including five major housing projects, of which three are in the Reche <br />Canyon area, it would be in the best interest of the City to continue to convert to the AMR <br />(Automated Meter Reading) meters. This would allow water meters to be read remotely from a <br />vehicle with a great deal of increased accuracy and speed. <br />DISCUSSION/ANALYSIS: <br />In accordance with the City's Purchasing Policy, requests for Sealed Bids were sent to HD Supply <br />Waterworks, Master Meter and Best Meter Company for the AMR Water Meters. Sealed bids <br />were opened at the Corporate Yard Conference Room on Wednesday, January 10, 2007 at 3:30 <br />p.m. HD Supply Waterworks was the low bidder in the amount of $96,927.32 (Attached Bid <br />Analysis). <br />FINANCIAL IMPACT: <br />Sufficient funds are budgeted and available to purchase the automated meters. <br />meters will be charged to Account Numbers 521-8100-8101-4940-0000-000, <br />4941-0000-000 and 521-8100-8101-4942-0000-000. <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Exact Business Name: HD Supply Waterworks <br />President or Equal: Jerry Stalling, General Manager <br />Contact: Chris Lambros, Meter Specialist <br />RECOMMENDATION: <br />The funds for the <br />521 -8100 -8101 - <br />
