FRASER, DIRECTOR OF WATER & WASTEWATER <br />OPERATIONS <br />SUBJECT: AWARD BID FOR SEWER CLEANING AND DENS REMOVAL <br />SERVICES TO HOUSTON HARRIS, PCS, IINC 1N AN ANNUAL <br />AMOUNT NOT TO EXCEED $285,000 <br />DATE: <br />JANUARY 29, 2007 <br />BACKGROUND: <br />The city has approximately 500,000 feet of gravity sewer main ranging in size from 4 to <br />36 inches. The mainline is constructed from a variety of materials including concrete, <br />ductile iron, PVC, and VCP. Some segments have been relined utilizing the lnsituform or <br />other industry standard methods. <br />DISCUSSION/ANALYSIS: <br />Diligent effort was made to solicit competitive proposals to provide Sewer Cleaning and <br />Debris Removal Services for a three (3) year award, renewable in one year increments. <br />On December 4th, 2006 Request for Proposal RFP -JS -07006 was distributed to 129 <br />potential bidders (including the incumbent) via the City's online bidding system: <br />www.TheNetworkBidSystem.com. Due to the complexity of the RFP and the need to <br />verify quality samples, electronic proposals were not accepted. <br />A non -mandatory pre-bid conference was held on December 19th, 2006. Four potential <br />bidders and staff attended. <br />Staff obtained formal, sealed proposals from: <br />1. United Pumping Services <br />2. National Plant Services <br />3. Downstream Services, Inc. <br />4. Advanced Sewer Technologies <br />5. Ancon Marine <br />6.
