County Corridor Project: San Bernardino Associated Governments, Riverside County <br />Transportation Commission, the County of Riverside, the County of San Bernardino, and the cities <br />of Colton, Grand Terrace, Loma Linda, Moreno Valley, Redlands, Riverside and San Bernardino. <br />The MOU establishes that the development of four -lane roadway corridors will proceed in parallel <br />on two corridors: Center Street/Main Street/Pigeon Pass Corridor, and the Reche Canyon Road <br />Corridor. Located within Colton, the Reche Canyon Road Corridor extends from Washington <br />Street along Reche Canyon Road to connect to Reche Vista Drive in Moreno Valley. High priority <br />will be placed on the preservation of the rural environment in Reche Canyon. <br />The MOU delineates responsibility of each entity in the execution of the document. RCTC and <br />SANBAG will each be the lead in their respective counties for coordination and oversight of the <br />corridor development activities. <br />The County of Riverside will be the Contract Manager for the preparation of the environmental <br />document and project development work for the entire Reche Canyon Corridor. The County of <br />Riverside will be responsible for processing the environmental document for the portion of Reche <br />Canyon within their jurisdiction and the City of Colton will be the lead agency for processing the <br />environmental document for the portion of that roadway within San Bernardino County. <br />The County of Riverside will serve as Contract Manager for Center Street/Main Street/Pigeon Pass <br />Corridor; they will also prepare the environmental document for that corridor within Riverside <br />County. If additional widening is required in the portion of San Bernardino County, the City of <br />Grand Terrace will be the lead agency for processing the environmental document with San <br />Bernardino County. <br />Design principles established by this MOU state that all facilities will consist o£ <br />■ Four (4) through lanes, with a landscaped median in urbanized areas and turn lanes <br />at appropriate locations; <br />■ Principles of "context sensitive design" will be used in all corridors, preservation of <br />the rural environment of Reche Canyon will be a priority. Other considerations <br />include: curb treatments, landscaping, design speed, lighting, signalization, wildlife <br />crossings, trails and pathways; <br />■ Each Agency will control the access, landscaping and other aesthetic requirements <br />of the facility within its jurisdiction, guided by the "context sensitive design". <br />■ An effective outreach and citizen input process will be undertaken in both corridors <br />as part of the project development and environmental process. The Agencies <br />affected by each corridor will determine the form of outreach most appropriate for <br />that corridor. <br />ENVIRONMENTAL IMPACT: <br />No environmental impact will arise from acceptance of the MOU. <br />
