Agreement with the County for this Grant was accepted and approved by the City Council on <br />January 17, 2006. <br />DISCUSSION/ANALYSIS: <br />Laurel Street/Dr. Paul J. Rogers Elementary School <br />City staff has prepared the plans and specifications for the Laurel Street Improvement Project and is <br />ready to begin the proceedings for this project. This project will bid improvements which <br />correspond to the Dr. Paul J. Rogers Elementary Improvement Project. The scope of work being <br />bid includes installation of missing concrete curb, gutter, sidewalk, drive approach and handicap <br />ramps. The project limits are as follows and shown in Exhibit A: <br />Laurel Street <br />— Teresa Avenue to Rancho Avenue. <br />Latham Street <br />— Laurel Street to Long Beach Drive. <br />Grand Avenue <br />— Stevenson Street to Long Beach Drive. <br />Tejon Avenue <br />— Laurel Street to cul-de-sac. <br />Elizabeth Davis Park <br />One of the improvements proposed for Elizabeth Davis Park is the replacement of the baseball field <br />lighting system. The existing wood light poles will be replaced by steel poles. We engaged the <br />services of JCA Engineering, Inc. of Highland, California to prepare the plans and specifications for <br />this project. The plans are in the building plan check phase and the project is now ready to begin the <br />bidding process. <br />During the bidding process every attempt will be made by the Public Works/Engineering staff to <br />ensure a wide range of potential bidders are reached. The City will advertise in local newspapers <br />and `plan houses' where contractors can view the Project's plans, specifications and documents; this <br />is the process depicted by the City's purchasing ordinance 0-12-03, Section 3.08.090 (d) and <br />3.08.090 (e). <br />ENVIRONMENTAL IMPACT: <br />Laurel Street/Paul J. Rogers Elementary Street Improvement Project is exempt under CEQA 15301 <br />(c) - Repair of existing streets. The Davis Park Field Lighting project is exempt under CEQA <br />15302 (c) — Replacement of existing utility systems and/or facilities involving negligible or no <br />expansion of capacity. Notice of Exemption for these two (2) projects will be filed to the County. <br />CONFLICT OF INTEREST: <br />None. <br />FINANCIAL IMPACT: <br />The awarded grants from the County of San Bernardino are available in accounts: 450-0617-6987- <br />3890 (Improvements to Elizabeth Davis Park Project) and 450-0706-6986-3890 (Dr. Paul J. Rogers <br />Elementary Improvement Project). <br />
