Agreement with the County for this Grant was accepted and approved by the City Council on January 17, 2006. DISCUSSION/ANALYSIS: Laurel Street/Dr. Paul J. Rogers Elementary School City staff has prepared the plans and specifications for the Laurel Street Improvement Project and is ready to begin the proceedings for this project. This project will bid improvements which correspond to the Dr. Paul J. Rogers Elementary Improvement Project. The scope of work being bid includes installation of missing concrete curb, gutter, sidewalk, drive approach and handicap ramps. The project limits are as follows and shown in Exhibit A: Laurel Street — Teresa Avenue to Rancho Avenue. Latham Street — Laurel Street to Long Beach Drive. Grand Avenue — Stevenson Street to Long Beach Drive. Tejon Avenue — Laurel Street to cul-de-sac. Elizabeth Davis Park One of the improvements proposed for Elizabeth Davis Park is the replacement of the baseball field lighting system. The existing wood light poles will be replaced by steel poles. We engaged the services of JCA Engineering, Inc. of Highland, California to prepare the plans and specifications for this project. The plans are in the building plan check phase and the project is now ready to begin the bidding process. During the bidding process every attempt will be made by the Public Works/Engineering staff to ensure a wide range of potential bidders are reached. The City will advertise in local newspapers and `plan houses' where contractors can view the Project's plans, specifications and documents; this is the process depicted by the City's purchasing ordinance 0-12-03, Section 3.08.090 (d) and 3.08.090 (e). ENVIRONMENTAL IMPACT: Laurel Street/Paul J. Rogers Elementary Street Improvement Project is exempt under CEQA 15301 (c) - Repair of existing streets. The Davis Park Field Lighting project is exempt under CEQA 15302 (c) — Replacement of existing utility systems and/or facilities involving negligible or no expansion of capacity. Notice of Exemption for these two (2) projects will be filed to the County. CONFLICT OF INTEREST: None. FINANCIAL IMPACT: The awarded grants from the County of San Bernardino are available in accounts: 450-0617-6987- 3890 (Improvements to Elizabeth Davis Park Project) and 450-0706-6986-3890 (Dr. Paul J. Rogers Elementary Improvement Project).
