Most notably, the Policy requires <br />a prompt, thorough, and confidential investigation, so as to protect the rights of both the accuser <br />and the accused. <br />A copy of Administrative Policy No. 4.04.030 is attached as Exhibit 3. <br />City of Colton — Sexual Harassment — Policy Statement <br />The Sexual Harassment Policy Statement expresses the City's strong disapproval of any form of <br />sexual harassment, and provides a very generalized overview of what sexual harassment is, as <br />defined by federal statute and interpretive guidelines. <br />A copy of the Sexual Harassment Policy Statement is attached as Exhibit 4. <br />Administrative Policy No. 4.03.100 — Employer -Employee Relations <br />This Administrative Policy, adopted June 11, 2001, primarily deals with issues of collective <br />bargaining, but briefly touches on certain types of grievances. <br />A copy of Administrative Policy No. 4.03.100 is attached as Exhibit 5. <br />Administrative Policy No. 4.04.050 — Grievance Procedure <br />This Policy dates back to 1983. It generally outlines the procedure for filing a grievance related to <br />alleged violations of memoranda of understanding. Similar language can be found in the <br />memoranda of understanding for all represented bargaining groups. <br />A copy of Administrative Policy No. 4.04.050 is attached as Exhibit 6. <br />Administrative Policy No. 4.04.110 — Ethics and Values Model for Colton Employees <br />This Policy sets forth a number of ethical principles and values for public servants. While not <br />expressly related to the City's personnel policies and procedures per se, several of these <br />principles and values are particularly germane to ongoing personnel investigations. In particular, <br />the importance of "acknowledging and honoring the right of those affected by official and <br />managerial decisions to autonomy, privacy, and dignity," and "safeguarding confidential, private ... <br />information from the media and/or others that may widely distribute such information in ways that <br />may be damaging to the individual(s) and/or group(s) involved." <br />A copy of Administrative Policy No. 4.04.110 is attached as Exhibit 7. <br />Administrative Policy No. 4.05.250 — Disciplinary Action Procedure <br />This Policy was adopted on March 14, 2000. Its purpose is to establish a uniform method of <br />employee discipline and due process requirements. The Policy generally sets forth the so-called <br />"Skelly' procedure for providing employees a pre -discipline hearing. <br />A copy of Administrative Policy No. 4.05.250 is attached as Exhibit 8. <br />
