Amendment No. 3 SAR Construction Management Agreement
March 20, 2007
DISCUSSION/ANALYSIS
It is being requested that funds be redirected from authorized projects, which were completed
using other funding sources, and remaining funds from completed projects be combined to
complete authorized infrastructure projects within the project area, as recommended by the City
Engineer. The redirected funds are being requested to compensate for $75,959.92 in overages
of the Dauer Park Improvements project, and $95,103.25 in overages of the Washington St.
Median Improvements. It is also being requested to redirect an additional $88,803.44 to the
Washington St. Median Improvements in order to expand the scope of this project to add
additional landscaping along the Washington St. corridor. The redirected funding sources and
cost savings are also depicted below:
Location Cost Estimate
Dauer Park Improvements $75,959.92
Washington Street Median Improvements $183.906.69
Total $259.866.61
Funding Source Redirected Amount
Cooley Park Improvements $11,619.39
Signal Improvements at Hunts Ln. and Cooley Ranch $29,666.73
Cooley Ranch Wood Street Subdivision $3,926.48
Cooley Drive from 1-215 to Cooley Lane $86,663.00
Old Ranch Road between Cooley Dr. and Mountain View $ 80,000.00
Contingency $18,770.00
Interest $29,221.01
Total $259,866.61
To -date, all of the projects identified in the Construction Management Agreement have been
completed, with the exception of the Washington Street Median project. According to the Public
Works Department, the Washington Street Median Improvements project is anticipated for
completion by the end of June 2008. It is being requested that the Washington Street Median
project, completion date be amended from March 31, 2005, to June 30, 2008.
FINANCIAL IMPACT
There is no financial impact related to amending the Santa Ana River Public Works Projects
Funding and Construction Management Agreement. The Agency currently has approximately
$259,866.61 of the $1.7 million in bond proceeds available to redirect available funds to
complete authorized projects within the Santa Ana River Project Area. Therefore, it is
anticipated that the Agency will have sufficient funds to complete all of the projects identified in
the CMA. Appropriating $259,866.61 of the $1.7 million for the CMA projects will consume all of
the Agency's available bond funds in this Project Area.
ENVIRONMENTAL IMPACT
The City is responsible for the performance of any required environmental review for the various
public improvement projects prior to their construction. Amending the Construction Management
Agreement will not result in any environmental impact.
R:Wdministration\Meetings\2007 MeetingsWlarch 20, 2007\SAR\SAR Amend No 3 staff report 032007.doc
