Amendment No. 2 Rancho Mill Construction Management Agreement <br />March 20, 2007 <br />Page 2 of 3 <br />DISCUSSION/ANALYSIS <br />It is being requested that funds be redirected from an authorized project, which is under budget, <br />and remaining funds from completed projects be combined to complete authorized infrastructure <br />projects within the project area, as recommended by the City Engineer. The redirected funds <br />are being requested to compensate for overages of the 6th Street from Hanna to Acacia, Curbs, <br />Gutters, Sidewalks, and Drainage project, in the amount of $17,536.01. The funding source for <br />the redirected funds will be from savings incurred from the Olive St. from Rail Road Track to 7th <br />St., Curbs, Gutters, Sidewalks, and Drainage project. <br />The City Engineer recommends that any additional savings.from the Rancho Mill CMA projects, <br />listed in Section 2 of the CMA or added in Amendment No. 1, be redirected to the Landscape <br />Improvements at "C" Street and Rancho project. It is also being requested that each of the <br />completion dates of the Rancho Mill CMA projects, listed in section 4 of the CMA, bQ amended <br />from June 1, 2007, to September 30, 2007. <br />FINANCIAL IMPACT <br />There is no financial impact related to amending the Rancho Mill Construction Management <br />Agreement. The Agency is requesting to redirect $17,536.01 of the $500,000 Promissory Note <br />to complete authorized projects within the Rancho Mill Project Area. Therefore, it is anticipated <br />that the Agency will have sufficient funds to complete all of the projects identified in the CMA. <br />Appropriating $17,536.01 of the $500,000 for the CMA projects will consume all of the Agency's <br />available loan funds in this Project Area. <br />ENVIRONMENTAL IMPACT <br />The City is responsible for the performance of any required environmental review for the various <br />public improvement projects prior to their construction. Amending the Construction Management <br />Agreement will not result in any environmental impact. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />None <br />CONSISTENCY WITH IMPLEMENTATION PLAN <br />Construction of the public improvements contemplated in the report are consistent with Section <br />3.9.5, of the Agency's 2005-2009 Implementation Plan. <br />RECOMMENDATION <br />Approve Agency Resolution No. 860 and City Resolution approving Amendment No. 2 to the <br />Rancho Mill Construction Management Agreement by and between the City of Colton and the <br />Redevelopment Agency for the City of Colton and authorize the City Manager and Executive <br />Director to make additional amendments authorizing extension of time limits and reallocation of <br />funds between the items approved by the Council and Agency should the need arise. <br />R:\Administration\Meetings\2007 Meetings\March 20, 2007\Rancho Mill\Rancho Mill CMA Amend No 2 staff report 032007.doc <br />
