ITEM #11
CITY OF COLTON
AGENDA REPORT
FOR THE CITY COUNCIL MEETING OF MARCH 20, 2007
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: AMER JAKHER, P.E., P.W. DIRECTOR / CITY ENGINEER
SUBJECT: AUTHORIZE REQUEST TO SOLICIT PUBLIC BIDS FOR FISCAL
YEAR 2007/2008 RUBBERIZED SLURRY SEAL PROJECT.
DATE: MARCH 12, 2007
BACKGROUND:
The Rubberized Slurry Seal Project for Fiscal Year 2007-2008 will consist of selected streets within
Districts 1, 2, 3, 4, and 6, shown in Exhibit A. The project scope of work consists of sealing cracks
along the identified streets which have minor damage and then overlaying these streets with
rubberized emulsion slurry seal to perpetuate the life of the existing pavement surface. The streets
which were selected for this project are currently showing signs of pavement stress, which can be
remedied without street rehabilitation or reconstruction.
Rubberized Emulsion Slurry Seal is cold mixed asphalt consisting of a graded aggregate, a binder,
fines and additives. It is a hard wearing surfacing for pavement preservation. Rubberized Slurry
Seals are used for sealing aged and raveled pavements, filling minor cracks, restoring skid
resistance and restoring aesthetic appeal of roadways.
Engineering staff estimates the use of approximately 213,000 square yards of rubberized slurry seal
treatment will be applied to the selected streets correspondent to the Fiscal Year 2007/2008
Rubberized Slurry Seal Project.
ANALYSIS/DISCUSSION:
The plans and specifications are completed for the Fiscal Year 2007/2008 Rubberized Slurry Seal
Project, therefore this project is ready for the public bidding process. The Engineering Division
will make every attempt to ensure that a wide range of potential Bidders are reached through the
advertising process. The project will be advertised in local newspapers and plan houses where
contractors can view various projects' Plans, Specifications & Documents.
ENVIRONMENTAL IMPACT:
The proposed public improvements are exempt under State CEQA Guidelines Section 15301
(Existing Facilities).
