As noted above, there will be positive financial impacts to the City. The City would <br />save on having to treat its own municipal sewage. In addition, the City would receive <br />between $1.00 to $2.00+ per ton from additional sewage treated at the Biosolids Facility. <br />Other benefits include the purchase and resale of power generated from the facility. <br />ENVIRONMENTAL IMPACT: <br />The environmental impacts of the original Biosolids Facility were previously analyzed <br />as part of the Planning Commission's approval of DAP(Conditional Use Permit No.) <br />000-379. Biosoils proposes to amend this conditional use permit to expand the capacity <br />of the facility and amend the approved site plan. This amendment will have to undergo <br />review pursuant to the California Environmental Quality Act (CEQA). If the City Council is comfortable with the terms, Staff <br />recommends that the City Council approve the attached lease agreement and <br />temporary license agreement between the City of Colton and Biosoils of <br />Southern California, LLC, for a portion of property located at 1201 S. Rancho <br />Avenue to permit construction and operation of a Biosolids Drying Facility <br />according to the lease terms described in this report and subject to the final <br />approval of the City Manager, Water/Wastewater Director and City Attorney <br />of any final terms. <br />
