ITEM #7
CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF April 3, ZUU1
TO: Honorable Mayor and City Council Members
FROM: Bill Smith — Community Services Director
SUBJECT: Request approval of resolution amending Salary Resolution R-86-
06, and updating the salary range for the position of Childcare
Manager in the Childcare Division of the Community Services
Department.
DATE: March 26, 2007
BACKGROUND:
Currently, the Childcare Division of the Community Services Department is managed by the
Childcare Manager. The title of this position was created from the former Childcare Director
position in 2006, during difficult budgetary times in the Childcare Division. As a result of these
challenging circumstances, the salary range for this position was set far below the suggested
range for the position, in order to ensure budgetary responsibility. The current salary range for the
position of Childcare Manager is $3,776-$4,589. The new recommended salary range is $5,104-
$6,204.
DISCUSSION/ANALYSIS:
The current Childcare Manager has brought new budgetary responsibility and expertise to the
Childcare Division, and has revitalized and streamlined the Childcare Program. The Division has
gained a renewed esteem at the State level, and has been recently recognized for excellence by
First 5 of San Bernardino County. The program was recently awarded a playground structure by
First 5 in recognition of this excellence. In order to ensure continued excellence in the program by
maintaining staff continuity, staff is recommending that the salary range for the Childcare Manager
position be adjusted to a level that is commensurate with similar positions in the profession, as
well as consistent with other salary ranges for division manager positions in the City of Colton.
FINANCIAL IMPACT:
The proposed Salary Range for the Childcare Manager Position is $5,104-$6,204. There would
be no impact to the General Fund budget for this change. The position is budgeted entirely in the
Childcare Fund account group 206, and this increase can be accommodated without impact to
currently budgeted expenditure appropriations.
ENVIRONMENTAL IMPACT:
None
CONFLICT OF INTEREST:
None
