Redevelopment Project Area. Approximately $2.0 million was used to refund existing debt from <br />outstanding 1996 Notes, $500,000 was set aside for reserves and to pay for the cost of issuance, and <br />the remaining $2.7 million was identified and reserved for various Redevelopment projects. <br />On January 18, 2000, the Redevelopment Agency Board approved a list of public improvement <br />projects which were recommended by the Mt. Vernon Citizens Advisory Committee (CAC). On <br />June 4, 2002, the Agency and the City entered into a Construction Management Agreement (CMA) <br />to construct the public improvements. <br />Pursuant to the CMA, the City is responsible for the management and supervision of all aspects of <br />the design and installation of these public improvements, including the securing of right- of -way <br />and easements to complete these projects. One of the projects identified in the CMA was the <br />construction of the Colton -San Bernardino Bikeway Project. One hundred thousand dollars <br />($100,000) was allocated to the project as part of the City share. <br />ANALYSIS/DISCUSSION: <br />The Colton -San Bernardino Bikelane Project is ready for the bidding process. Every attempt will <br />be made by the Public Works/Engineering staff to ensure a wide range of potential bidders are <br />reached by the advertising process. The City will advertise in local newspapers and `plan houses' <br />where contractors can view the Project's plans, specifications and documents; this is the process <br />depicted by the City's purchasing ordinance 0-12-03, Section 3.08.090 (d) and 3.08.090 (e). <br />The city engaged the services of G.K. and Associates, Inc. for the design of Colton -San Bernardino <br />Project. During the design process additional design work was requested for the portion of the bike <br />lane near the I-215 and the intersection of 10th and G Street totaling $35,945. Staff requests <br />approval of the attached amendment to the awarded design agreement, increasing the compensation <br />for the design services correspondent to this project in the amount of $35,945. The plans, <br />specifications, and construction cost estimate for this Project were submitted to Caltrans for funding <br />authorization, without which the city cannot commence the construction phase of this project. On <br />March 26, 2007, the city received notification from Caltrans that the FHWA (Federal Highway <br />Administration) form E-76, funding authorization for construction, was approved. <br />ENVIRONMENTAL IMPACT: <br />The environmental document, P.C.E. (Programmatic Categorical Exclusion), was submitted and <br />has been approved by Caltrans. This action has also been determined to be categorically exempt <br />from the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA <br />Guidelines Section 15304(h). <br />CONFLICT OF INTEREST <br />None. <br />
