DIRECTOR/CITY ENGINEER <br />SUBJECT: APPROVE RECRUITMENT AND RATIFICATION FOR ONE PROJECT <br />MANAGER POSITION WITHIN THE ENGINEERING DIVISION, <br />PUBLIC WORKS DEPARTMENT <br />DATE: MARCH 27, 2007 <br />BACKGROUND: <br />During the fiscal Year 2005/2006 mid -year budget process, Council action adopted and approved <br />a organization chart which incorporated a single Project Manager position within the Public Works <br />Department, Engineering Division. Since this position has been filled the Project Manager has <br />been delegated the responsibility of developing capital projects and guiding established capital <br />projects through the design and environmental phases. This position was permanently filled in <br />May 2006 and will now be vacant due to an internal recruitment opportunity accepted by the <br />incumbent. The monthly salary of a Project Manager ranges from $5,538 to $6,732. <br />DISCUSSION/ANALYSIS: <br />The duties of a Project Manager include but are not limited to: planning and development of <br />projects and grant funding. Additionally, this position provides the Public Works Department with <br />a liaison between regional agencies and cities with whom the City of Colton works collaboratively <br />to complete projects. This position allows the Engineering Division to streamline the preliminary <br />phases involved in project management and separate them from the responsibilities of <br />construction management. Staff requests approval to move forward with the recruitment process <br />to fill this vacancy. <br />FINANCIAL IMPACT: <br />Approval to recruit for the vacant Project Manager position will not have an impact on the General <br />Fund.
