CITY OF COLTON <br />PROJECT MANAGER <br />DEFINITION: <br />Under the general direction of the Public Works Director, performs a variety of routine and <br />complex professional work in the planning, organizing and coordination of the City's special <br />projects including capital improvement projects (CIP). <br />DISTINGUISHING CHARACTERISTICS: <br />The Project Manager is a professional level class responsible for the City's special project <br />management, grant coordination and capital improvement projects. This class is distinguished <br />from the Redevelopment Project Manager series by the absence of marketing activities and <br />public relations duties in relation to redevelopment and economic development projects. <br />SUPERVISION EXERCISED: <br />May exercise functional and technical supervision over lower level professional and clerical <br />staff. <br />ESSENTIAL FUNCTIONS: (include but are not limited to the following) <br />• Demonstrate a full understanding of policies, procedures and work methods associated with <br />assigned duties, applicable policies, procedures and work methods; perform a variety of other <br />tasks in support of assigned area of responsibility. <br />• Participate in project planning, project management and the communication of planning, <br />policy and programs with City staff in other departments and the public, as assigned. <br />• Research and perform procedures in implementing the plans and projects; gather and analyze <br />data and make recommendations on the formation of policies and procedures. <br />• Prepare grant applications; communicate with the public and employees on procedure <br />revisions; communicate with federal, state and county agencies on matters of funding and <br />City compliance with applicable standards. <br />• Negotiate and administer contracts as assigned. <br />• Maintain records and files; present, prepare, and review related reports and Council agenda or <br />Commission items, as assigned. <br />• Analyze legislation and regulations and report on aspects that may impact current programs <br />and procedures. <br />• Act as liaison to regional and bi-county committees and subcommittees, including SANBAG, <br />IEEP, and the League of California Cities. <br />• Represent the City or assigned department in the community and professional meetings or <br />with other governmental agencies, as assigned. <br />• May supervise lower -level personnel and ensure compliance of work activities with <br />department and other relevant standards. <br />• Respond to questions and concerns from the general public; provide information as is <br />appropriate and resolve complaints. <br />• Perform other related duties as required. <br />
