CITY OF COLTON <br />AGENDA REPORT ITEM #10 <br />FOR COUNCIL MEETING OF May 15, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Dilu DeAlwis, Finance Director <br />SUBJECT: Approve the recruitment and ratification of the employee <br />appointment to the part-time position of Video Production <br />Specialist; Approve the resolution establishing the salary <br />range as well as the job description <br />DATE: May 7, 2007 <br />BACKGROUND: <br />The City's Channel 3 is a government access television channel airing information for residents <br />on a variety of topics. For the last ten years, the responsibilities of maintaining the City's cable <br />television program operations and activities (i.e., channel 3) as well as videotaping the City's <br />council meetings has fallen to the City Manager's office and more recently to the <br />Redevelopment Department. Currently, an Analyst in the Redevelopment Department is <br />juggling both his departmental duties as well as maintaining Channel 3 and videotaping the City <br />council meetings. This current arrangement is not working and prompted discussions of <br />creating a position to manage the growing responsibilities as well as determining the <br />appropriate department to oversee this position. Due to the technical nature of the duties and <br />responsibilities, the new position will fall under the Finance Department in the Information <br />Systems Division. <br />DISCUSSION/ANALYSIS: <br />Upon the request of management, the Human Resources Department contacted several <br />surrounding cities to inquire who maintained their City's cable television programming. The <br />cities of Fontana, Rialto, Redlands, Rancho Cucamonga and Chino were contacted. Each of <br />the cities maintain a position, either part-time or full-time, exclusively to manage program <br />operations and related activities for channel 3. The average part-time salary is approximately <br />$13.00 per hour; the average salary for a full-time position is approximately $16.90 per hour. <br />Based on the survey results and the needs of the City, we are recommending establishing a <br />part-time Video Production Specialist position with a salary range of $10.00 - $15.00 per hour. <br />Additionally, in order to remain competitive with other surrounding agencies and to attract and <br />retain qualified staff, we will offer partial medical benefits not to exceed $400 per month; no <br />cash back or opt -out option will apply. <br />FISCAL IMPACT: <br />The budgetary impact of creating a part-time position, including a $400 medical stipend, will be an <br />additional $20,400 annually. The cost for this new position will be included in the Information <br />Services budget in fiscal year 2007-08 budget in accounts 605-6040-6044-1010 — salary and 605- <br />6040-6044-1100 — benefits. <br />ENVIRONMENTAL IMPACT: None. <br />CONFLICT OF INTEREST — None. <br />
