ZAMORA, COMMUNITY DEVELOPMENT <br />DIRECTOR <br />SUBJECT: APPEAL OF THE PLANNING COMMISSION'S APPROVAL <br />OF THE FAIRWAY FAMILY APARTMENTS AFFORDABLE <br />HOUSING PROJECT. <br />DATE: May 9, 2007 <br />BACKGROUND: <br />This matter concerns an appeal of the conditions of approval imposed by the Planning <br />Commission. It was submitted by Global Premier Development ("Applicant") for their <br />project involving the construction of a 39 -unit, low-income housing complex with <br />underground parking to be known as the Fairway Family Apartments. The project was <br />approved by the Planning Commission on March 13, 2007, subject to specific conditions of <br />approval. <br />This matter was continued from the April 17, 2007 City Council meeting to give the <br />applicant time to submit information justifying their request that the City delete Police <br />Department Condition No. 3 requiring on-site security. That condition provides: <br />POLICE DEPARTMENT: <br />3. ON SITE SECURITY: A BONA FIDE, TRAINED, UNIFORMED SECURITY GUARD, <br />CERTIFICATED WITH THE CALIFORNIA DEPARTMENT OF CONSUMER AFFAIRS <br />AND REGISTERED WITH THE CITY OF COLTON (AS REQUIRED BY COLTON <br />MUNICIPAL CODE 5.50) IS REQUIRED TO BE ON DUTY, ON THE PREMISES AT ALL <br />TIMES WITH THE PRIMARY DUTY OF PATROLLING, MONITORING, AND <br />REPORTING CRIME ON THE PROPERTY WITH SPECIFIC ATTENTION GIVEN TO <br />THE UNDERGROUND PARKING. <br />
