CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL <br />AND COLTON UTILITY AUTHORITY MEETING OF MAY 29, 2007 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL, HONORABLE <br />CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AWARD OF CONTRACT FOR THE CONSTRUCTION OF WELLS 30 AND 31 TO <br />BEST DRILLING AND PUMP, INC. IN AN AMOUNT NOT -TO -EXCEED <br />$932,334.00. <br />DATE: May 21, 2007 <br />BACKGROUND: <br />The City's Water Facilities Master Plan includes recommendations for the construction of new <br />wells to effectively meet the City's required water production capacity as well as replace existing <br />wells that have exceeded their useful life and need to be replaced. A CEQA Initial Study and <br />Negative Declaration was prepared and adopted by City Council on February 6, 2007 for the work <br />related to the construction of the proposed two new wells. These new sources of supply are an <br />essential element of the water system master plan. <br />DISCUSSION/ANALYSIS: <br />The Water Utility advertised for sealed bids for the Construction of Wells 30 and 31 on April 25, <br />2007 and May 2, 2007. Bid opening was held at the Corporate Yard Conference Room at 2:00 <br />PM on Thursday, May 10, 2007. Four bids were received and evaluated by Krieger & Stewart, <br />Inc. <br />Best Drilling and Pump, Inc. (Best Drilling) was the apparent low bidder in the amount of <br />$932,334.00. Because Best Drilling was formed in 2003, the entity itself does not have five <br />years work experience in the type of work specified as set forth in the Bidding Documents. The <br />Bidding Documents provide however, that if the bidder has less than five years experience, it <br />can list the work experience of the principals and key personnel to establish that the bidder has <br />sufficient work experience. Such information was supplied and shows that all of Best Drilling's <br />principals and key personnel have extensive experience in the water well industry (primarily as <br />employees of long-time Southern California contractor Beylik Drilling, which was purchased by <br />Layne Christensen a few years ago). <br />In addition, Krieger & Stewart, Inc. called all four of the references that Best Drilling provided for <br />projects completed in the last three years. All references advised that Best Drilling's personnel, <br />equipment, and performance of their respective projects were satisfactory. <br />Lastly, Krieger & Stewart, Inc. visited two of Best Drilling's current work sites, primarily to review <br />their equipment, and found no reason to doubt their ability to perform the Work. <br />
