DIRECTOR / CITY ENGINEER <br />SUBJECT: ADOPT RESOLUTION AMENDING RESOLUTION #2119 TO <br />INCLUDE ADDITIONAL THROUGH STREETS AND STOP <br />INTERSECTIONS AT LA CADENA DRIVE APPROACHING F <br />STREET FROM THE NORTH TO SOUTH; FAIRWAY DRIVE <br />APPROACHING SPERRY DRIVE FROM EAST TO WEST; <br />ROBERT CRITES LANE APPROACHING PORFIRIO ELIAS <br />WAY; AND ROBERT CRITES LANE APPROACHING WILLIAM <br />MCGRATH STREET FROM NORTH TO SOUTH. <br />DATE: MAY 29, 2007 <br />BACKGROUND: <br />The California Vehicle Code authorizes cities to install traffic control devices pursuant to the <br />adoption of an ordinance or resolution, at the intersections of streets within their respective <br />jurisdictions. Section 21 of City of Colton Resolution No. 2119 designates through streets and stop <br />intersections within the City's jurisdiction requiring traffic controls.. Several recommendations <br />were made during the April 2007 and May 2007 Traffic Safety Committee Meetings for the <br />installation of traffic control devices at the following intersections: 1) La Cadena Drive at F Street; <br />2) Fairway Drive at Sperry Drive; 3) Robert Crites Lane at Porfirio Elias Way; and 4) Robert Crites <br />Lane at William McGrath Street. <br />ANALYSIS/DISCUSSION: <br />The intersection of La Cadena Drive and F Street was reviewed by the City of Colton Traffic Safety <br />Committee on April 11, 2007 and May 9, 2007. At the City's request TEP, Inc. conducted a <br />warrant analysis of this intersection. According to the Manual for Uniform Traffic Control Devices <br />(MUTCD), traffic volume warrants were not met for the installation of stop signs at this <br />intersection (Exhibit `A'). However, the collision history at this intersection meets the MUTCD <br />warrant requirement of five (5) or more collisions over a 12 month period that are correctable by the <br />installation of additional stop signs. During each of the following periods, five or more collisions <br />occurred at the intersection of La Cadena Drive and F Street: <br />December 28, 2001 through December 22, 2002- 5 collisions <br />June 28, 2002 through May 14,2003- 6 collisions <br />November 23, 2004 through October 6, 2005- 5 collisions <br />On May 9, 2007, the City's Traffic Safety Committee analyzed the Fairway Drive and Sperry Drive <br />intersection to determine if all -way stop controls (AWSC) were warranted.
