ITEM #16 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF June 5, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Tom Hendrix, Fire Chief <br />SUBJECT: Award of bid for five Twelve Lead Cardiac Monitor/Defibrillators to <br />Zoll Medical Corporation in the Amount of $73,861.03 <br />DATE: May 29, 2007 <br />BACKGROUND: <br />The Fire Department provides paramedic services to the community from each of four fire stations <br />in the City. Each paramedic unit carries a cardiac monitor/defibrillator and two are in reserve. The <br />monitor/defibrillators are used to monitor a patient's heart rhythm and if necessary provide an <br />electrical defibrillation in conjunction with drug therapy. The field use of drugtherapy therapy and/or_ <br />electrical defibrillation are advanced emergency procedures, which require extensive training and <br />perfect operating equipment. <br />The front-line monitor/defibrillators currently in service are approximately seven years old and <br />have begun to require frequent repairs and adjustments. As they become older the likelihood of a <br />malfunction in the field increases. <br />The Fire Department has been awarded two grants, which provide funding to replace five existing <br />monitor/defibrillators with twelve lead monitor/defibrillators, which offer improved capabilities to <br />monitor a patient's heart rhythm. The 2005 State Homeland Security Grant, in the amount of <br />$18,122.00, was approved by the City Council on October 3, 2006, and the 2006 Assistance to <br />Firefighters Grant, in the amount of $58,201.00, was approved by Council on January 16, 2007. <br />DISCUSSION/ANALYSIS: <br />The Fire Department has an opportunity to "piggyback" on to Los Angeles County Contract <br />Number ISD 41877 for the purchase of five monitor/defibrillators built by ZOLL Medical <br />Corporation. This contract expires in February 2008. Los Angeles County received five bid <br />responses and of those, three were reviewed by the Los Angeles County EMS division and <br />evaluated by their Equipment Committee. ZOLL Medical Corporation was selected because they <br />most closely met the bid specs. <br />Since the funding for this equipment is from two separate grants, two purchase orders will be <br />used to facilitate grant tracking and auditing. Per City of Colton Municipal code Section 3.08.140 <br />C, bidding exemption is authorized, and allows the City to "piggyback" onto an existing contract of <br />a governmental entity. <br />FINANCIAL IMPACT: <br />The total cost of the five monitor/defibrillators and accessories is $73,861.03, including tax. The <br />City will receive grant reimbursement once the purchases are completed. <br />
