ITEM #18
CITY OF COLTON
AGENDA REPORT
FOR THE CITY COUNCIL MEETING OF JUNE 5, 2007
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: AMER JAKHER, P.E., P.W. DIRECTOR / CITY ENGINEER
SUBJECT: APPROVE CHANGE ORDER NUMBER ONE TO THE W.C. BROWN
WELDING AGREEMENT AND DAVID KILEFNER CONSTRUCTION
CO. AGREEMENT FOR THE CITY HALL REMODEL PROJECT.
DATE: MAY 29, 2007
BACKGROUND:
The City Hall Remodel Project was funded and added to the Capital Improvement Program in
September 2004. In March of 2006 and November 2006 additional phases and funding was
added to increase the scope of the City Hall Remodel Project. To date all phases with the
exception of Phases IV, VI and IX have been completed.
ANALYSIS/DISCUSSION:
At this time Phases IV, VI and IX are ongoing. City has recently awarded agreements for the
steel and wood framing correspondent to these phases. Staff was compliant with Section
3.08.050 of the City's purchasing ordinance, 0-12-03, and obtained comparable bids for the
award of the needed work. The steel framing work was awarded to W.C. Brown Welding, Inc,
in the amount of $24,766. However, additional materials were required to complete work
correspondent to this phase resulting in change order number one, in the amount of $7,282.
The lowest bidder which responded to the informal request for bids for the wood framing work
was David Kilefner Construction Co. The awarded agreement was in the amount of $24,989.
During the framing work of the delineated in the original scope of the agreement, it was
discovered that the old ceiling was damaged due to rains and age of structure. A change order
to the agreement in the amount of $4700 is required to repair the ceiling frame.
Staff recommends approval of the attached change orders (Exhibit A) for the City Hall Remodel
Project. The change order to W.C. Brown Welding, Inc. will increase the agreement
compensation to $32,048. Approval of the change order to the David Kilefner Construction Co.
agreement will increase the total compensation of the awarded agreement to $ 29,689.
CONFLICT OF INTEREST:
Exact Business Name: W.C. Brown Welding, Inc.
President or equal: Winston C. Brown.
Contact or representative: Joe Runnels
