CITY OF COLTON AGENDA REPORT FOR THE COUNCIL MEETING OF June 5, 2007 TO: Honorable Mayor and City Council Members FROM: Bob Miller, Chief of Police SUBJECT: Request to approve the acceptance of the 2007 Justice Assistance Grant (JAG) from the United States Department of Justice; Approve the MOU allowing the County of San Bernardino to submit the application on behalf of the City and allocate the funds upon receipt; Approve the attached Resolution amending the Budget for Fiscal Year 2006/2007. DATE: June 5, 2007 BACKGROUND: ITEM #15 For several years the City of Colton has been a recipient of the Justice Assistance Grant (JAG). The formula for the distribution of funds is based on each city's population, their Part 1 crimes, and direct allocations to State and local governments. The City of Colton's allocation has been determined to be $25,967.00. The Agreement must be submitted to the County of San Bernardino no later than June 12, 2007 to ensure receipt of our allocation. DISCUSSION/ ANALYSIS: In order to receive these funds, the City will enter into an Agreement with the County of San Bernardino to apply for and administrate the distribution of the allocations upon their receipt. The County will retain 5%, or $1,298.00 of the City's allocation for this service, leaving the City $24,669.00. These funds, including interest earned, must be utilized for law enforcement purposes only. The police department anticipates utilizing our allocation to fund needed technology improvements and/or special enforcement activities. FINANCIAL IMPACT: This grant award provides $24,669.00, plus interest for the grant period. There are no matching funds required for this grant, and there is no impact to the General Fund. Revenue Account 225- 5880-000 will be increased in the amount of $24,669.00, plus interest accrued. Expenditure Account 225-6070-6084-4900 will also be increased proportionately to cover the expenses up to $24,669.00, plus accrued interest. ENVIRONMENTAL IMPACT: Not Applicable ALTERNATIVES: Do not approve the department's request to accept the JAG grant funds. However a disapproval of the grant by any agency affects the County's ability to apply. CONFLICT OF INTEREST - Gift Disclosure Requirements: None RECOMMENDATION:
