CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF June 5, 2007 <br />TO: Honorable Mayor and City Council Members <br />FROM: Bob Miller, Chief of Police <br />SUBJECT: Request to approve the acceptance of the 2007 Justice Assistance <br />Grant (JAG) from the United States Department of Justice; Approve the <br />MOU allowing the County of San Bernardino to submit the application on <br />behalf of the City and allocate the funds upon receipt; Approve the <br />attached Resolution amending the Budget for Fiscal Year 2006/2007. <br />DATE: June 5, 2007 <br />BACKGROUND: <br />ITEM #15 <br />For several years the City of Colton has been a recipient of the Justice Assistance Grant (JAG). <br />The formula for the distribution of funds is based on each city's population, their Part 1 crimes, <br />and direct allocations to State and local governments. The City of Colton's allocation has been <br />determined to be $25,967.00. The Agreement must be submitted to the County of San <br />Bernardino no later than June 12, 2007 to ensure receipt of our allocation. <br />DISCUSSION/ ANALYSIS: <br />In order to receive these funds, the City will enter into an Agreement with the County of San <br />Bernardino to apply for and administrate the distribution of the allocations upon their receipt. The <br />County will retain 5%, or $1,298.00 of the City's allocation for this service, leaving the City <br />$24,669.00. These funds, including interest earned, must be utilized for law enforcement <br />purposes only. The police department anticipates utilizing our allocation to fund needed <br />technology improvements and/or special enforcement activities. <br />FINANCIAL IMPACT: <br />This grant award provides $24,669.00, plus interest for the grant period. There are no matching <br />funds required for this grant, and there is no impact to the General Fund. Revenue Account 225- <br />5880-000 will be increased in the amount of $24,669.00, plus interest accrued. Expenditure <br />Account 225-6070-6084-4900 will also be increased proportionately to cover the expenses up to <br />$24,669.00, plus accrued interest. <br />ENVIRONMENTAL IMPACT: <br />Not Applicable <br />ALTERNATIVES: <br />Do not approve the department's request to accept the JAG grant funds. However a disapproval <br />of the grant by any agency affects the County's ability to apply. <br />CONFLICT OF INTEREST - Gift Disclosure Requirements: <br />None <br />RECOMMENDATION: <br />
