ITEM #12
CITY OF COLTON
For the City Council Meeting of
June 5, 2007
TO: Honorable Mayor and Councilmembers
FROM: Candace Cassel, Economic Development Director
SUBJECT: Consideration and Approval of Recruitment and Ratification of
employee appointment to the position of Administrative Analyst
1/II in the Economic Development Department.
BACKGROUND
The Economic Development Department requests approval to fill a vacant Administrative
Analyst. The current Administrative Analyst decided to change career paths and has given
notice to terminate his employment, effective June 1, 2007. The Administrative Analyst will be
under the supervision of the Economic Development Director to implement and provide various
functions as assigned. The salary range is: $3,864-$4,698 for an Administrative Analyst I and
$4,252-$5,168 for an Administrative Analyst ll.
DISCUSSION/ANALYSIS
The Economic Development Department assists the City of Colton in performing a variety of
activities connected with attracting new businesses to the city, retaining existing businesses,
implementing and monitoring affordable housing programs, redevelopment compliance (bond
disclosures, legislative amendments to redevelopment plans) and commercial redevelopment
projects.
Currently the Department has been down by a Project Manager position for approximately 1 Y2
years. Although it is the intention to fill the position given the current work load, the previous
two recruitments did not yield a high level of applicants. In order to maintain a professional level
of service, the Economic Development Department requests to fill the vacancy of Administrative
Analyst 1/11, this is typically an entry level position, as soon as possible. The department plans
to recruit for either an Administrative Analyst I or Administrative Analyst II and hire an applicant
at the appropriate level based upon their qualifications. Depending upon the caliber of talent the
successful Administrative Analyst candidate has, the department will move forward with
addressing the vacancy of the Project Manager position.
FINANCIAL IMPACT
The position has been budgeted for in the 2006/07 FY Economic Development budget.
Sufficient funds are available as this position currently exists and was vacated by a separating
employee.
C:\Documents and Settings\SEspinoza\Local Settings\Temporary Internet Files\OLK2E4\Administrative
Analyst.doc
