ITEM #12 <br />CITY OF COLTON <br />For the City Council Meeting of <br />June 5, 2007 <br />TO: Honorable Mayor and Councilmembers <br />FROM: Candace Cassel, Economic Development Director <br />SUBJECT: Consideration and Approval of Recruitment and Ratification of <br />employee appointment to the position of Administrative Analyst <br />1/II in the Economic Development Department. <br />BACKGROUND <br />The Economic Development Department requests approval to fill a vacant Administrative <br />Analyst. The current Administrative Analyst decided to change career paths and has given <br />notice to terminate his employment, effective June 1, 2007. The Administrative Analyst will be <br />under the supervision of the Economic Development Director to implement and provide various <br />functions as assigned. The salary range is: $3,864-$4,698 for an Administrative Analyst I and <br />$4,252-$5,168 for an Administrative Analyst ll. <br />DISCUSSION/ANALYSIS <br />The Economic Development Department assists the City of Colton in performing a variety of <br />activities connected with attracting new businesses to the city, retaining existing businesses, <br />implementing and monitoring affordable housing programs, redevelopment compliance (bond <br />disclosures, legislative amendments to redevelopment plans) and commercial redevelopment <br />projects. <br />Currently the Department has been down by a Project Manager position for approximately 1 Y2 <br />years. Although it is the intention to fill the position given the current work load, the previous <br />two recruitments did not yield a high level of applicants. In order to maintain a professional level <br />of service, the Economic Development Department requests to fill the vacancy of Administrative <br />Analyst 1/11, this is typically an entry level position, as soon as possible. The department plans <br />to recruit for either an Administrative Analyst I or Administrative Analyst II and hire an applicant <br />at the appropriate level based upon their qualifications. Depending upon the caliber of talent the <br />successful Administrative Analyst candidate has, the department will move forward with <br />addressing the vacancy of the Project Manager position. <br />FINANCIAL IMPACT <br />The position has been budgeted for in the 2006/07 FY Economic Development budget. <br />Sufficient funds are available as this position currently exists and was vacated by a separating <br />employee. <br />C:\Documents and Settings\SEspinoza\Local Settings\Temporary Internet Files\OLK2E4\Administrative <br />Analyst.doc <br />
