Specific Requirements. <br />1. For office uses and retail stores, one space shall be provided for <br />every two hundred fifty square feet of gross floor area. For retail <br />stores handling only durable or bulky merchandise, one space shall <br />be provided for every six hundred square feet. <br />2. For automobile sales and rentals, one space shall be provided for <br />every six hundred square feet of gross floor area. <br />3. For eating and drinking establishments, including fast food and <br />drive-through establishments, one space shall be provided for <br />every one hundred square feet of gross floor area, with a minimum <br />of five spaces provided for each establishment. <br />4. For medical offices, one space shall be provided for every two <br />hundred square feet of gross floor area. <br />5. For bowling alleys, three spaces shall be provided for each alley, <br />plus fifty percent of regular parking requirements for all other uses <br />associated with the alley. <br />6. For gymnasiums, one space shall be provided for every two <br />hundred square feet of gross floor area. <br />7. For racquetball/tennis courts, two spaces shall be provided for <br />every court. <br />8. For child care services, one space shall be provided for each <br />staff member, plus one space for each twenty children. A circular <br />driveway at least twenty feet in width shall be provided for the safe <br />loading and unloading of children. <br />9. For hospitals, one space per bed shall be provided. <br />SECTION 2. Based on the entire record before the City Council and all written <br />and oral evidence presented, the City Council finds that the Zone Text Amendment is consistent <br />with the General Plan because gymnasiums and racquetball/tennis courts, as "Entertainment <br />Facilities", are permitted uses within the B -P (Business Park) Zone pursuant to the City's land use <br />zoning table set forth in Section 18.06.060 of the Colton Municipal Code. Therefore, including <br />specific parking requirements for gymnasiums and racquetball/tennis courts located in the B -P <br />(Business Park) Zone promotes General Objective B-3 (page 2-18) of the General Plan by <br />encouraging the development of areas that are intendeds primarily to meet the business needs of <br />industrial or manufacturing employers and employees. The Zone Text Amendment, in providing <br />parking specifications for uses permitted and encouraged in the B -P (Business Park) Zone, is in <br />the public interest and the best interest of the City, as it allows for a more comprehensive and <br />consistent planning review of such uses. <br />SECTION 3. The City Council hereby finds and determines that it can be seen <br />with certainty that there is no possibility that this Ordinance may have a significant adverse effect <br />on the environment. Thus, the adoption of this Ordinance is exempt from the requirements of the <br />RVPUB\HSHANE\729475.1 - 2 - <br />
