ARTICLE I - EMPLOYER-EMPLOYEE RELATIONS <br />The Executive Unit is made up of the following four groups of elected officials and employees, identified by <br />law as exempt and/or confidential. <br />Group A: Elected Officials: City Council Members (7), City Clerk and City Treasurer. <br />Group B: Department Directors: Assistant City Manager, City Engineer, City Manager, Community <br />Development Director, Community Services Director, Finance Director, Fire Chief, General <br />Manager, Human Resources Director, Police Chief, Redevelopment Director, and the <br />Water/Wastewater Director. <br />Group C: Managers: Assistant Finance Director, Assistant General Manager, and the Library Manager. <br />Group D: Professional Staff: Executive Assistant(s), Administrative Analyst(s), and Principal <br />Management Analyst assigned to City Manager, City Council or Human Resources Department <br />performing "Confidential" functions as defined by Government Code Sections 3513 and 3562. <br />NOTE: The following terms and conditions apply to both "At Will" and "Civil Service" Executive Unit <br />employees. <br />SECTION 1: DEFINITIONS <br />Executive Unit: All employees in the Elected Officials, Department Directors, Managers and Professional Staff <br />positions. <br />SECTION 2: TERM OF AGREEMENT <br />The agreement will last for a three-year period beginning July 1, 2005 and ending June 30, 2008. <br />ARTICLE II - COMPENSATION <br />SECTION l: SALARY <br />Effective July 1, 2005, salaries for Groups B, C, and D are listed in the consolidated salary resolution that will <br />be adopted on June 21, 2005. <br />Increases for the last two years of the contract for Groups B, C, and D are: <br />a) COLA based on June CPI, with a minimum of 2% to a maximum of 3% effective 7/01/06. <br />b) COLA based on June CPI, with a minimum of 2% to a maximum of 3% effective 7/01/07. <br />ADMINISTRATIVE ANALYST II AND EXECUTIVE ASSISTANTS: <br />The Administrative Analyst II and Executive Assistant in the Executive Unit, will be benchmarked to the <br />Administrative Analyst II and Executive Assistant, respectively, in the Mid Management Unit.
