ITEM #24 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JULY 17, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER <br />SUBJECT: AUTHORIZE THE AWARD OF PROFESSIONAL SERVICES <br />AGREEMENT TO TECHNICAL SERVICES UNLIMITED IN <br />THE AMOUNT OF $185,000, FOR CONSTRUCTION <br />MANAGEMENT SERVICES NEEDED TO COMPLETE THE <br />VETERAN'S PARK PROJECT. <br />DATE: JULY 10, 2007 <br />BACKGROUND: <br />On April 20, 2004, the City authorized the award of a professional services agreement for a <br />construction manager to Technical Services Unlimited for the Big League Dreams Project. In <br />accordance to the Purchasing Ordinance Section 3.08.070 (c) this work was formally bid. Staff <br />determined that the proposal submitted by Technical Services Unlimited best met the <br />qualifications for the project. The Big League Dreams Project was not completed due to <br />budgetary restraints. <br />ANALYSIS/DISCUSSION: <br />Council approved the construction of improvements to Colton's Veterans Park to meet the <br />community's recreational needs. On June 19, 2007, Council approved a layout of the needed <br />recreational improvements to Veterans Park. To properly oversee all components of this <br />construction project the services of a construction manager are still required. The construction <br />manager will assist the City with: project plan review, the bidding process, project scheduling, <br />coordination of work by the contractor, and coordination for project inspections. <br />Staff requests authorization to award Technical Services Unlimited a professional services <br />agreement for construction management services needed to oversee the improvements for the <br />following projects: Veterans Park Sports Complex Project, La Cadena Multi -use Park Project <br />and Agua Mansa Widening Project. The services needed for these projects are similar to the <br />services already formally bid in 2004, which identified Technical Services Unlimited as the best <br />qualified bidder. Staff requests Council authorize approval of the attached agreement as allowed <br />by the Purchasing Ordinance Section 3.08.140 (E); award of a professional services agreement <br />for the noted projects to Technical Services Unlimited will result in savings to the projects and <br />increase the delivery schedule of the projects due to Technical Services Unlimited's knowledge <br />base of the projects. The proposed agreement references a term commencing July 2007 and <br />ending June 2008. The total compensation will not to exceed $185,000. <br />
