CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF JULY 17, 2007
TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR e -V
SUBJECT: APPROVE REQUEST FOR RECLASSIFICATION IN THE CITY
CLERK'S OFFICE FOR THE DEPUTY CITY CLERK POSITION TO
ADMINISTRATIVE ASSISTANT
DATE: JUNE 21, 2007
BACKGROUND:
As part of the budgetary process, some positions are reclassified to better identify the employees
work. A few weeks prior to the 2007-08 budget being approved, the City Clerk met with Human
Resources to discuss reclassifying the Deputy City Clerk to an Administrative Assistant. However,
this was not included in the budget documents presented to the Honorable Mayor and Council
when the budget was adopted on June 19, 2007.
DISCUSSION/ANALYSIS:
As is common practice, titles may be changed during the budget process for employees who
perform different duties than are typically assigned to them as part of their job classifications. This
is the case with the current Deputy City Clerk. The incumbent performs more of the higher level
clerical duties than those of a Deputy City Clerk. As a result, the office of the City Clerk is
requesting the incumbent's title to change from Deputy City Clerk to Administrative Assistant.
As previously mentioned, it was the intent to have this title formally changed and approved on June
19, 2007. However, this was not presented as a result of miscommunication between the City
Clerk's office and Human Resources.
As can be seen below, the cost for reclassification is minimal ($907 for the 2007-08 fiscal year,
which includes benefits. These costs have already been included in the adopted budget.
Department
Current
Monthly Salary
Requested
New Monthly Salary
Classification
Range
Classification
Range (inc. 3% eff.
(includes 3%
July 1)
eff. Jul 1
City Clerk
Deputy City Clerk
$3,093-$3,760
Administrative
Assistant
$3,140 to $3,816
Since this request was to be included as part of the City Clerk's budget that was previously
adopted, the salary increase will be retroactive to July 1, 2007.
FINANCIAL IMPACT:
There is no financial impact as the funds have already been included with the City Clerk's adopted
budget.
ENVIRONMENTAL IMPACT:
ITEM #12
