FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: APPROVAL OF REQUEST FOR RECRUITMENT AND RATIFICATION OF <br />ONE EMPLOYEE APPOINTMENT TO FULL-TIME POSITION OF <br />COLLECTIONS SYSTEMS MAINTENANCE WORKER 1/11; APPROVE <br />SALARY RESOLUTION <br />DATE: July 9, 2007 <br />BACKGROUND: <br />The Collections Systems Maintenance Worker series was eliminated in 2002. In 2005, the <br />higher position of Collections Systems Maintenance Worker II was re-established; however the <br />lower position was not. Due to a recent resignation, the department would like to re-establish <br />the lower position and bring the salary up to date to allow greater hiring flexibility at either level. <br />Staff is recommending benchmarking the Collections Systems Maintenance Worker 1 10% <br />below the Collections Systems Maintenance Worker II salary range of $3506-$4261 per month. <br />Proposed salary range for the CSMW I would be $3187-$3874 per month. <br />DISCUSSION/ANALYSIS: <br />The department currently has a Collections Systems Maintenance Worker (CSMW) II <br />vacancy in the Wastewater Division. Due to the vacancy there currently is no one <br />assigned to this position. As a result, calls for service must be handled by other <br />personnel at the treatment plant. The plant already operates with a limited number of <br />staff. Filling this vacancy is essential to ensure adequate coverage without expending <br />unnecessary overtime utilizing other staff or taking staff away from their current <br />assignments. <br />FINANCIAL IMPACT: <br />Sufficient funds are available in Capital Improvement Accounts, Number 522-8200-8200-1010 <br />(Salaries) and 522-8200-8200-1100 (Related Benefits). <br />ENVIRONMENTAL IMPACT: <br />None <br />RECOMMENDATION: <br />Staff recommends that the Colton Utility Authority approve the request for recruitment and <br />ratification of an employee appointment to the full-time position of Collection System Maintenance <br />
